Tender description
This Voluntary ex ante transparency (VEAT) notice acknowledges that Trinity College Dublin proposes to renew a contract with innovative Interfaces Global Inc. This continuation of licencing, maintenance and support is for the Sierra integrated library management system (LMS). The existing solution was implemented following tender reference RFT 66523, which was published on 2.11.2007. The LMS solution delivers an integrated solution for all aspects of library management including but not limited to online catalogs, fines/fee payment, automated alerts, user authentication and self-service account management. This Voluntary ex ante transparency (VEAT) notice acknowledges that Trinity College Dublin proposes to renew a contract with Innovative Interfaces Global Inc with reference to Article 32(2)b(ii) of Directive 2014/24/EU. Specifically, competition is absent for technical reasons. The original contract, tender reference RFT 66523 (2007), resulted in a customised implementation with multiple bespoke information technology integrations. The software has interfaces to other internal and external systems including: — custom integration with British Library Digital Library System, — integration with EBSCO Discovery Service and Knowledge Base, — bespoke functionality to support legal deposit, legal deposit agency, and logistics operations, — mapping/wayfinder application, — student information management system, — customised integrated with Talis RLMS, — Myday and trinity live student portals, — Microsoft active directory authentication, — TCard integrated multi-function student ID card and account management system. A formal technical development partnership agreement is integrated in the existing contract between Trinity College Dublin and Innovative Interfaces Global INC. Based on the extensive technical integrations and functionality outlined above, and the bespoke development and implementation arising from RFT 66523, the contracting authority proposes that no reasonable alternative or substitute exists. The proposed contract will proceed on a rolling annual renewal basis and the aggregated term will not exceed 5 years.
