Tender description

Dublin City Council proposes to establish a multi-party framework agreement for 1 year, with an option to extend it annually, up to a maximum of 4 years, for the provision of: Services of Chief Medical Officer for the purpose of evaluating and determining medical priority in relation to the Housing and Transfer Lists Dublin City Council welcomes tenders from the following; • An individual or grouping of qualified service provider(s) or • An established medical practice The framework agreement will be established on foot of this tender competition. Dublin City Council will admit the top 2 ranking medical practitioners/practices (Framework Members) to the framework to act as Chief Medical Officer (CMO) for the Council, for the purpose of evaluating and determining medical priority. Work will be distributed by cascade with all cases being referred to the first ranked Framework Member, in the first instance. If the highest ranking Framework Member is unable to meet the requirement then the cascade method will be used and the case(s) will be referred to the second Framework Member. Appeals of a decision will be referred to the other Framework Member for review. It will be a condition of admittance to the framework that tenderer(s) fully accept Dublin City Council’s terms and conditions as outlined in the tender document. An applicant for housing to Dublin City Council may include details of a disability or a medical condition to be taken into account by the council when assessing the applicant’s housing need or offering accommodation. In addition, an applicant may apply to Dublin City Council to be considered for priority on the basis of a medical condition or a disability. In the case of a request for priority, the role of the Chief Medical Officer is to recommend whether Priority status for Housing or Transfer should be given in cases of exceptional medical circumstances.
