Tender description
The London Borough of Newham invites expression of interest for Dynamic purchasing system (DPS) accommodation based supported living services for adults with mental health issues, learning disabilities and autism. The majority of supported living service placements will be made within the London Borough of Newham. However on some occasions the authority may place a customer in a service out of borough. The DPS will be for 10 years duration, from 1.6.2020 until 31.5.2030. The Council reserve the right to reduce, extend or terminate the DPS period at any time during its lifetime using the standard forms. The admittance to DPS as a DPS provider will be a 2 stage process. The tenderers will have to meet the initial selection questionnaire (SQ) stage and the tenderers who meet initial selection criteria will be issued invitation to tender (ITT) to bid for the relevant categories/lots. Following acceptance onto the DPS, the authority’s will invite providers for call-off stage. This lot is a low level supported living service for adults with learning disabilities and/or autism aimed at enabling customers and providing them with the opportunities to maintain their skills, independence and to achieve their personal outcomes. The main service availability is between 9.00 a.m. and 5 p.m. Monday-Friday with out of hours on call service available outside of these hours. Providers are required to be flexible in providing support outside of these hours if requested by the authority. The service shall provide flexible and least intrusive responsive support and care delivered with a focus on promoting and building on strengths/skills, able to meet fluctuating needs, focusing on early help/ anticipation of needs, prevention and active support to develop skills. This lot is a medium level supported living service for adults with learning disabilities and/or autism aimed at enabling customers and providing them with the opportunities to develop and maintain their skills, independence and to achieve their personal outcomes. The main service availability covers 24 hours onsite staff with increased staff presence between 7.00 a.m. and 10 p.m. Monday-Sunday with shared sleep in staff at all other times. The service shall provide flexible and least intrusive responsive support and care delivered with a focus on promoting and building on strengths/skills, able to meet fluctuating needs, focusing on early help/anticipation of needs, prevention and active support to develop skills. This lot is a high level supported living service for adults with learning disabilities and/or autism aimed at enabling customers and providing them with the opportunities to develop and maintain their skills, independence and to achieve their personal outcomes. The main service availability covers 24/7 hours onsite staff with share of waking night or dedicated one to one during the day as per individual customer’s care and support plan. The service shall provide flexible and least intrusive responsive support and care delivered with a focus on promoting and building on strengths/skills, able to meet fluctuating needs, focusing on early help/ anticipation of needs, prevention and active support to develop skills. The Flex element are additional hours on top of the core hours which are individually tailored to form part of the bespoke element of the support and care package for an individual. These could be used as a short term solution to successfully sustain the person rather than admit to secondary or acute settings, or used as a longer term solution for specific reasons, e.g. 2:1 person handling, community access, or for those individuals with complex needs or behaviours that challenge. The flex hours will particularly promote the individuals choice, control and independence.
