Summary of the work The MOD ISS Security Infrastructure team require a Delivery Manager to work on the project to design and build the future Defence Public Key Infrastructure (DPKI) service. The service will deliver coherent Trust Services enabling cryptographic Authentication, Integrity and Confidentiality for users and systems. Specialist role Delivery manager Expected Contract Length 18 Months with the option to extend for a further 4.5 Months (pending financial approval) Latest start date Thursday 1 August 2019 Maximum Day Rate £650 ex VAT Early Market Engagement N/A Who Speclialist Work With The Delivery Manager will work as part of a team including: • Project Manager • Product Manager • Service Owner • User Researcher • Designer • Developer • Technical Architect • Business Analyst • Quality Assurers and Testers • Security Lead • Procurement Lead • System Safety Lead What Specialists Work On Delivery of the Defence Public Key Infrastructure (DPKI) project using the appropriate agile project management methodology, learning & iterating frequently. Work with the Product Manager to define the roadmap for the DPKI product and translate this into user stories. Lead the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of the team. Matrix-managing a multidisciplinary team. Ensure all products are built to an appropriate level of quality for the stage (alpha/beta/production). Actively participating in the Delivery Manager community, sharing and re-applying skills and knowledge and bringing in best practice. Skills & Experience • Please confirm valid SC-level Security Clearance is currently in place and will be held for the duration of the contract - 6%. • Experience in delivering digital projects and products - 10% • Proven experience using agile project management methods - 12%. • Proven experience balancing multiple priorities and dealing with ambiguity - 7%. • Experience in matrix-managing multi-disciplinary teams - 10%. Nice to Haves • Experience of delivering MOD IT projects gained from working  either in the Customer (MOD) or Supplier (Industry) community - 5% • Experience of delivering IT security projects - 5%. Work Location MOD Corsham, Wiltshire (possible trips to other MOD locations may be applicable). Working Arrangments Monday to Thursday, 8 hours per day to be worked between the hours of 0700 and 1900 including 1/2 hour break. Normal working arrangements onsite at MOD Corsham. T&S will not apply for travel to MOD Corsham as it is the primary working location. T&S can be claimed in line with MOD policy for travel to other locations when needed. Security Clearance The applicant must be a UK National with SC Clearance. All Clearances must be in place prior to submission of Stage 1 evidence. The Authority WILL NOT sponsor SC Clearance, it must be in place and valid for the duration of the contract. Additional T&Cs • Bid Responses to be submitted on the templates provided and in Microsoft Office Excel/Word 2007-2016 format only. • T&S will be paid based on receipted actuals and in compliance with MoD Policy, no other expenses are permitted. • Suppliers must use the Authorities Purchase to Payment Tool called CP&F or be prepared to sign up to the tool.
