Construction work for university buildings

Tender description

University of Wolverhampton is seeking experienced contractors to carry out various building works across the University. The opportunity will also be available for use by other Public Bodies in Wolverhampton and Partner Authorities in the West Midlands Combined Authority, including but not limited to, City of Wolverhampton Council and Royal Wolverhampton Hospital Trust. This agreement is split into 3 lots. Tenderers can apply for a single lot or multiple lots (up to a maximum of 2 lots). Where tenderers would like to apply for multiple lots please note that you can apply for Lot 1 and Lot 2 or Lot 2 and Lot 3. It is envisaged that contract(s) and framework agreement will be let for a period of 3 years (with an option to extend for up to a further 12 months subject to satisfactory performance and agreement by both parties). The contract(s) and framework agreement is expected to commence 1.2.2020. Lot 1 covers various building works across the University — individual jobs < 25 000 GBP (inc. VAT). The Lot 1 contract(s) will be awarded to 2 contractors. However it is envisaged that the first placed contractor will carry out the works. Where the first-placed contractor does not have the capacity to fulfil the works required in the timescales requested, the University will appoint the second ranked contractor to fulfil such particular work orders. Lot 2 covers various building works across the University — individual jobs between 25 000 GBP-150 000 GBP (inc VAT). The Lot 2 contract(s) will be awarded to 2 contractors. However it is envisaged that the first placed contractor will carry out the works. Where the first-placed contractor does not have the capacity to fulfil the works required in the timescales requested, the University will appoint the second ranked contractor to fulfil such particular work orders. Lot 3 covers various building works across the University — individual jobs > 150 000 GBP-1 200 000 GBP (inc. VAT). Lot 3 will form a framework agreement comprised of four (4) contractors. Each call-off for the works required under Lot 3 will be conducted via further-competition. However, the University reserves the right to directly award a call-off contract to the first placed contractor on the framework where a direct award can be justified e.g. the programme does not allow a further competition to be carried out. Where the first placed contractor is unable to undertake a direct award call-off contract, the University will approach the other contractors in the order they are placed on the framework. There will also be a reserve list of 2 contractors that will be utilised (in ranked order) where it is necessary to ensure adequate competition in circumstances where any one or more of the four (4) framework contractors are unable to take part in any further-competition or where a framework contractor enters into administration, etc.
