Tender description
Nottinghamshire County Council seeks expressions of interest from suitably experienced organisations to provide Enforcement Agent and Sundry Debt Collection Service in relation to the collection of sums due primarily as a result of unpaid civil parking enforcement penalty charge notices on behalf of the Council and other local authorities in the East Midlands. The enforcement agents will also be asked to recover various other sundry debts due to the Council and any other debt as required. The reference for this exercise is DN383781 please quote this reference in all correspondence. This contract will be made available to the local authorities that share penalty charge notice processing services with Nottinghamshire County Council via the central processing unit. This includes all the district/borough councils in Nottinghamshire and Derbyshire. Derbyshire County Council and 5 of the district/borough Councils in Lincolnshire. Furthermore, it is possible that during the term of the agreement public authorities in the wider East Midlands region will also utilise the services of the appointed contractors pursuant to this procurement to pursue legitimate debts. The current partner Authorities that use the central processing unit issue approximately 130 000 penalty charge notices annually and it is estimated that this will generate approximately 12 000 warrants that will require recovery by the appointed contractors. These are estimates only and no guarantee will be given in respect of the amount of work which will be put through these procured arrangements. The SSQ will also be used to select the (maximum of) 6 companies will be taken through to ITT stage. The basis for shortlisting will be the 6 companies that score the highest marks on the SSQ (standard selection questionnaire). Any company scoring a fail on the mandatory requirements will rejected. It is the intention to appoint 3 companies to the full range of duties associated with the collection of monies owed to framework arrangements which will allow the call-off of services for the appropriate authority via the existing agreements in place. The Council envisages a 4-year framework contract.
