Tender description

Network Rail currently runs a fleet of over 2 300 rail vehicles, these consist of over 50 different variants. These are of differing types and include powered and non-powered vehicles with powered vehicles generating their own power and non-powered vehicles having no available power source. Some of these vehicles have different sub-systems that include hydraulics, pneumatics and electrical systems. At present Network Rail only has a manual method of vehicle tracking, and diagnosis is provided by post incident investigation or minimal preventative techniques. Network Rail also has a vested interest in understanding the condition of the materials and suppliers carried in its services, including weight and distribution. Network Rail does have some 3rd party systems already installed on some of its assets, and the intention is for any data generated via these systems to be incorporated into the new solution to provide a single consistent visual platform. Network Rail is looking to improve the data collected from its assets, both from the vehicles themselves and from the infrastructure in and around its depots and facilities. This information will be tied into the asset management principles that Network Rail is looking to develop for its fleets. Network Rail would like to understand at any point where our vehicles are as well as how full they are. This includes but not limited to wagons (i.e. Ballast) and tanks (i.e. water, fuel, etc.). Network Rail would also like to have real time information on vehicle/system performance to inform decision making. Network rail would also like to collect the data from the system to build data sets that enables Network Rail to start informing preventative maintenance decision making i.e. extended timescales. The same data sets would also allow for network rail to start identifying the precursors to failures and ultimately allowing for failure prediction. Through this exercise, Network Rail with the help of the market wishes to explore and consider optimal options and delivery models including exploring the best fleet options.
