Tender description

The scope of this contract is to appoint a water sports operator who will ensure the delivery of a vibrant watersports offer at Pugneys Country Park. The watersports service will operate as a concession. The contract is predominately a concession however includes a small element of services as the provider will be required to work with the Council's Sports and Health Improvement Service, engage with hard to reach groups and engage in the delivery of a strong schools programme. Additionally the Council wishes to appoint a partner organisation to operate the concession over a minimum term of 10 years with an option to extend by 5 years. The Council is therefore carrying out this procurement process as a mixed concession and services procurement under the Public Contracts Regulations 2015 as required by Regulation 20(3)(d) of the Concession Contracts Regulations 2016. The scope of this concession is to appoint a watersports operator who will: — ensure the delivery of a vibrant watersports offer, — increase participation rates through watersports, particularly with young people, — increase levels of physical activity, improve mental well-being through an accessible activity programme, — provide a pathway of opportunity for people to become volunteers, whilst providing them with the life skills to develop. Actively engage in the delivery of a strong schools programme, which should include: — team building, — environmental awareness, — water safety, — leadership, — new skills, — fun. Engage with hard to reach groups and ensure a low cost accessible offer is available. Work with the Councils Sport and Health Improvement Service in delivering health improvement initiatives and events, throughout the course of the concession. Ensure a varied watersports programme can be delivered throughout the school holidays. Ensure all licences and legal obligations are obtained and adhered to. Ensuring a high standard of health and safety management is embedded into the sites processes, procedures and activities, whilst also adhering to relevant National Governing Body requirements. A commitment to excellent customer care and service. Develop strong and effective working relationships with Pugneys staff and Wakefield Councils Sports and Health Improvement Team. Ensuring a commitment to work with current clubs and groups and volunteers accessing the site. The watersports operator will manage the lake at Pugneys Country Park. The concessionaire will be responsible for operating the watersports provision and generate income though charges to service users. The Council will not make any payment to the Concessionaire for operating the watersports programme. In addition, the concessionaire will be responsible for ensuring the premises is kept clean and maintained to an acceptable standard. The concessionaire will be responsible for planned, preventative and reactive maintenance as and when required during the concession period.
