Tender description

Highways England is seeking to identify movable barrier system products for potential future need: Supply of approximately 24 km of a Moveable Barrier System (MBS) including associated equipment/plant/machine/vehicle to enable the moveable barriers to be called into operation when required from their storage position, and onto the carriageway (across 2 full lane widths) to create a contraflow of traffic travelling in opposite direction. The location is on the M20 London-bound carriageway between junctions 9 and 7. The M20 motorway is located in the county of Kent. The solution consists of: (i) a safe and EN1317 Compliant Barrier system; (ii) implementing a contraflow with a MBS on the M20 London-bound carriageway, with London-bound traffic using the hard shoulder and lane 1 and dover-bound traffic using lanes 2 and 3; (iii) proposal is to store the moveable barriers along the London-bound carriageway; (iv) an operational procedure which achieves full deployment in 12 hours. In order to ascertain whether a scheme is deliverable this notice seeks product information to facilitate scheme preparation. This should include how your product will meet our requirements, including evidence of meeting specification. Interested operators should provide this information to the abovementioned email address by 21.9.2019. Request for further information and/or meeting should be made by 13.9.2019. (a) the moveable safety barrier, terminals, transitions and crash cushions proposed shall be compliant with the requirements of the manual of contract documents for highway works, with particular reference to Series 400; (b) the moveable safety barrier, terminals, transitions, gates and crash cushions proposed shall be compliant with the requirements of the design manual for roads and bridges, with particular reference to TD19/06 and TD27/05; (c) the moveable safety barrier shall have been successfully tested to the European testing standard for road restraint systems, BS EN 1317-1&2:2010; (d) the moveable safety barrier shall have minimum containment levels of N2, and also H1; (e) the moveable safety barrier shall have a working width class to suit the application for the project, which is for implementing a contraflow expected to operate with a minimum of 40 mph speed restriction; (f) the impact severity level of the moveable safety barrier, terminals, transitions, gates and crash cushions proposed shall not be greater than Class B; (g) testing and/or evidence of performance at 110 km/h and lower test speeds shall be submitted; (h) the terminals, transitions, gates and crash cushions proposed shall be compatible with the moveable safety barrier; (i) terminals and/or crash cushions (successfully tested to ENV1317-4:2002 or EN1317-3:2010 respectively), shall be installed to reduce road user injury risk from the exposed end of the moveable safety barrier system; (j) terminals shall have a performance class of P4; (k) crash cushions shall have a performance class of 110 and shall be redirective; (l) transitions (successfully tested to ENV1317-4:2002), shall allow transition/connection to existing structures or other existing approved systems; (m) transitions shall have a minimum containment level of N2 or H1 depending on which systems are to be connected; (n) gates shall be of the same specification as the moveable safety barriers. Where gates are not available a working method shall be provided detailing how an opening can be safely and quickly implemented in an emergency situation; (o) gates or openings shall generally require no, or minimal, specialist equipment and shall be capable of being opened in less than 30 minutes; (p) for temporary use, the provider would be required to obtain an independent letter of acceptance for the use of their moveable safety barrier, transition and terminals on the Highways England road network from either Horiba-MIRA or TRL. Crash cushions shall be CE marked to EN1317-5:2007+A2:2012; (q) for permanent use, the moveable safety barrier and crash cushions shall be CE marked to EN1317-5:2007+A2:2012. The provider is required to obtain an independent letter of acceptance for the use of their terminals and transitions on the Highways England road network from either Horiba-MIRA or TRL; (r) any vehicle/plant/machine required to install and shift the moveable barrier system shall comply fully with the UK vehicle and lighting regulations and any other associated regulations; (s) during the relocation of the barrier, it shall be possible to maintain running traffic on one side of the moveable barrier; (t) the operation of shifting the moveable barrier to alter its configuration shall cause no damage to the road surface; (u) it is expected that the moveable barrier system shall have a demonstrable and proven track record in similar operations; (v) the barrier must be suitable for installation and operation on a road constructed of both concrete and bituminous material.
