Tender description

Leicester City Council (LCC) has been committed to make Leicester 1 of the best places to live, work and visit. To deliver this promise an Air Quality Action Plan ‘Healthier Air for Leicester’ (AQAP) was devised and adopted in 2015, https://www.leicester.gov.uk/media/180653/air-quality-action-plan.pdf This plan is focused on particulate matter of 10 microns or less (PM10) and nitrogen dioxide (NO2) measures. This procurement would go some way to identify and formulate new measures which would address our particulate matter levels of 2,5 microns or less (PM2.5). The project requires the procurement of eight packages under separate lots to address the different elements of the work to be delivered as detailed in section 3 Services Requirements. — produce 10 metre resolution near real time (NRT) pollution map of Leicester using data from sources including, but not limited to, traffic, satellite, automatic air quality stations and portable air quality monitors (see work package 4), — provide a detailed representation of PM2.5 concentrations, which shall include pollution sources (such as domestic wood and coal burning emissions) and topographical effects (such as artificial aspects such as canyons), in the form of a data set which can be viewed and manipulated within the Council’s Geographical Information System (GIS), — deliver a ‘source-apportionment module’ to inform understanding of the various contributions from each source of PM2.5 in each 100 m x 100 m cell in the city with critical emphasis on solid-fuel contributions, — provide emission factors to be used in Airviro air quality dispersion model for PM2.5 and possibly other pollutants such as PM10 and NO2 using the latest Defra’s Emission Factors Toolkit. The years to be included are: 2017- 2030. — to provide and deploy eleven portable air quality monitors. It is suggested these be located as: —— 6 static within the Leicester City boundary (Appendix D), —— 2 mobile monitors to be deployed on LCC electric vehicles, —— 2 on volunteer cyclists, —— 1 on A6 outside the city boundary, — provide advice on PM2.5 monitoring strategies in residential areas, using modelling and monitoring technologies. Deliver a mobile phone app to provide services for Leicester citizens to assist with understandings of exposure of PM2.5. Provide behavioural change advice to public through various information systems such as phone App or website on how to reduce pollution emissions from woodsmoke, stoves and through changing the mode of travel.
