Independent Hackney Carriage Unmet Demadn Survey

Warrington Borough Council has a legal duty to commission independent surveys of unmet demand for hackney carriages. The Council is inviting suitably qualified contractors to bid for the provision of an up-to-date Unmet Demand Survey (UDS), to be carried out in the Autumn of 2019, with a final report to be produced in the Spring of 2020. The Contractor will provide a robust and Department for Transport Best Practise Guidance-compliant determination of the significance of unmet demand for hackney carriage services in terms of the 1985 Transport Act section 16, including use of the industry standard ‘Index of significance of unmet demand’ (ISUD). The final out-turn report will be considered by Elected Members of the Council in determining future strategy in respect of Hackney Carriage provision. The Service will be provided in accordance with the Department of Transport Best Practice Guidance (April 2010) as amended from time to time.
