Tavistock and Portman NHS Foundation Trust (‘the Trust’) has issued this prior information notice (‘PIN’) in order to raise awareness of an upcoming opportunity in relation to a possible future public procurement to award a contract for the construction of new accommodation for the Trust or the provision of an accommodation solution. The Trust requires new accommodation to replace its current facility at The Tavistock Centre, Belsize Lane, NW3 which occupies c. 7000 m2 (‘the Belsize Site’). The Trust is the freeholder of the Belsize Site. The current accommodation at the Belsize Site comprises of administrative offices (Trust HQ and departmental offices), clinical space (therapy rooms) and education accommodation (lecture theatre, seminar rooms, classrooms and library) and ancillary accommodation; main reception, waiting areas, café and support service areas. The Trust is seeking to appoint a bidder to design and construct new accommodation at its alternative preferred site at in the London Borough of Camden. This preferred site is not in the Trust’s ownership. The appointed bidder would be required to finance the acquisition of the preferred site as well as invest in the delivery of the new accommodation. The Trust is currently negotiating on the acquisition of its alternative preferred site and it is envisaged that the successful bidder would be party to acquiring it and the subsequent acquisition, development and disposal of the Belsize site which would fund the delivery of the new accommodation. The Trust is also interested in considering options where the bidder would secure an alternative site (not in the ownership of the Trust) to invest in and construct new accommodation on. Such a site would need to be within the London Borough of Camden or immediately adjacent boroughs. The Trust would be pleased to consider alternative sites if they presented a more affordable prospect and were able to deliver on other key criteria such as proximity to transport hubs for ease of patient, student and staff travel. The scope described in Section II.1.4) and this II.2.4) is indicative information as to the current approaches being considered by the Trust. The final scope and requirements of the Trust will be set out in any OJEU Notice that may subsequently be issued as a call for competition which would then commence any formal public procurement procedure. The estimated values in II.1.5) represents the estimated capital cost for the delivery of the new accommodation (48 400 000 GBP) and the potential development value of the Belsize Lane site which is estimated to be in the region of 65 000 000 GBP. However, potential returns will depend on many commercial factors including (but not limited to) the performance of the bidder and market conditions. Bidders should seek independent legal and commercial advice in relation to the potential value of the opportunity and the scheme as a whole.
