Tender description
Why the Work is Being Done Following the successful refresh of our existing site further work is needed to continuously improve and iterate crowncommercial.gov.uk to address user needs. We also need to migrate https://ccsheretohelp.uk/into crowncommercial.gov.uk. The work must be complete 19 weeks from the date the contract is awarded. Problem to Be Solved Having launched our new site as a MVP in April 2019, we are looking to build upon this work to iterate and maximise the functionality of our website. We now want to implement new functionality to make it a more user friendly site, and bring in https://ccsheretohelp.uk/ We also need to make sure that we have a sustainable and scalable marketing platform on a gov.uk domain. To achieve this we need to migrate content into the main crown commercial website once appropriate templates have been designed. This requirement is to support and manage this project. Who Are the Users As a customer I need to find products/services and suppliers easily So I can buy goods/services compliantly, easily and save money As a supplier I need to know about opportunities I can get involved in So I can bid for opportunities As a content manager I need an intuitive interface So I can successfully complete a range of tasks As an organisation: I want to rationalise our online presence into a single point of entry So our customers and suppliers can access the services they need quickly and easily, with a consistent user experience. Early Market Engagement Work Already Done Crowncommercial.gov.uk is already live and the next round of continuous improvement (CI) has been refined. There are a number of templates for the CI already developed, but some design work may still be needed. Existing Team The team will be working with the head of content, representatives from the marketing team, and other internal stakeholders in CCS. The successful supplier will need to work with another supplier who will provide development. The successful supplier will need to work with our existing supplier(s) to handover knowledge and skills Current Phase Beta Work Location The majority of work should be completed in CCS’ London office at 151 Buckingham Palace Road. Remote working is an option and can be discussed and agreed upon Contract Award. Working Arrangments After project kick off, during the sprint phase we would like daily stand ups (In person or remotely) and possible weekly face to face meetings either at our London office or at your working location. Expenses for supplier travel must be incorporated into the budget proposal - all expenses shall be in line with Cabinet Office Policy. Security Clearance Baseline Personnel Security Standard (BPSS) must be in place before Contract Start Date. Additional T&Cs Skills & Experience 3 years of experience managing delivery of development teams using Scrum to a certified Scrum Master level. 1% Demonstrable ability to communicate technical and non-technical concepts to different stakeholders, other suppliers and internal teams 1% Demonstrate at least 2 years experience of management and collaboration with external suppliers who work in an agile way 1% Demonstrate at least 2 years experience of managing budgets, project burndown and attending governance boards 1% Demonstrate at least 2 years experience of understanding and recording business needs and translating them into technical requirements 1% Demonstrate at least 2 years experience of working with the relevant technologies (Salesforce/Wordpress) 1% Demonstrate at least 2 years experience of organising planning and conducting appropriate user research and usability testing 1% Demonstrate at least 2 years experience designing services/products that adhere to the GOV.UK Service Standards, Government Design Principles and use of the GOV.UK Design System or similar 1% Nice to Haves Demonstrate 2 years experience of previous work with government departments in a similar field 1% Demonstrate significant experience of B2B or public sector user research 1% Demonstrate your awareness and understanding of government delivery and governance principles, and experience of delivering agile projects in this environment 1% No. of Suppliers to Evaluate 5 Proposal Criteria Detail your User Centred approach surrounding delivery of the requirement including, stakeholder management. – 12% Detail your Project Plan including detailed and in depth timeline of all anticipated tasks. – 12% Detail your Risk, Issue management and reporting approach including but not limited to anticipated risks to delivery and resolution methodology. – 10% Demonstrate how you would adhere to the GDS design principles and accessibility requirements into your delivery of this project. – 10% Detail the proposed teams experience and skills and as to how this will relate to and add value to project.(align this with your Work History to evidence)10% Detail and demonstrate your knowledge transfer and off boarding process and how this will ensure continuation of service by the organisation once the Contract ends. – 10% Cultural Fit Criteria Demonstrate as to how your values align with the CCS Core Values of, We Listen, We Respect, We Collaborate and We Trust - 5% Payment Approach Capped time and materials Assessment Method Written proposal Case study Work history Evaluation Weighting Technical competence 75% Cultural fit 5% Price 20% Questions from Suppliers Budget range maximum of £213,475 broken down as: ● delivery and product management of any development sprints relating to ci £65,450 ● diagnostic and discovery for here to help £67,000 ● delivery and product management of any development sprints relating to here to help £81,025
