Leicestershire County Council, Leicester City Council, NHS England and the Leicestershire Police and Crime Commissioner currently co-commission an Integrated substance misuse treatment service, which operates across the Leicester, Leicestershire and Rutland areas, including HMP Leicester. Current contracts for this service end in 2021 and the Commissioners are reviewing their substance misuse services to inform their future commissioning and procurement activity. In line with this thinking Leicestershire County Council is undertaking a soft market test, which focuses on the needs of Leicestershire county residents. The budget for Leicestershire County Council, only, will be in the region of 3 850 000 GBP. Leicestershire County Council will be seeking solutions that present value for money. The questions in this soft market test will be used by Leicestershire County Council, and its partners to inform future service models and specifications. The prospective timetable for any procurement facilitated in response to this test is (subject to both review and change): — publication of OJEU advert April 2020, — invitation to tender issued June 2020, — deadline for return of invitation to tender July 2020, — decision and award of contract October 2020, — contract and service start date April 2021. Following response to this market test, commissioners may seek to engage further with respondents in a round of face to face meetings.
