Tender description
Cardiff Council is committed to supporting people with a learning disability, to live independently in the community within their own homes. The Council would like to invite expressions of interest from suitably qualified and experienced organisations to provide supported living services for people with a learning disability. The current contractual arrangement supports 310 (March 2019) people within Cardiff across 98 supported living schemes and will expire on 31.10.2019. The supported living services consists of 98 schemes providing shared and self-contained accommodation with support for 310 people across 6 localities by 3 providers. The buildings will be owned by Housing Associations (RSL). The services provided are to promote independence, through providing long-term placements via assured tenancy agreements and domiciliary support in supported housing schemes, giving people, with a learning disability, the opportunity to live their lives as a fully integrated member of the communities they live in society as a whole. Cardiff Council is committed to supporting people with a learning disability, to live independently in the community within their own homes. The current contractual arrangement supports 310 (March 2019) people within Cardiff across 98 supported living schemes and will expire on 31.10.2019. It is anticipated that the numbers may increase due to new supported living schemes being developed over the life time of the proposed contract although no guarantee can be given with regard to the volume of services required. For the purposes of these services, Cardiff has been split into 3 localities with each locality representing a separate lot. Bidders will be able to bid for more than one lot, but no one supplier will be awarded more than one lot. It will be for the tenderers to determine if they wish to bid for one or more lots. Cardiff Council therefore, seeks to appoint a maximum of 3 supported living provider organisations to deliver personal domiciliary care (PDC) and housing related support (HRS) services for people with a learning disability across the city. The Council proposes to award 2 separate contracts to the appointed provider for each locality: one in relation to the Housing related support (HRS) services and the other in relation to personal domiciliary care (PDC) services. The current total of both the proposed contracts in Cardiff is circa 18 200 000 GBP per annum. The proposed contracts will commence on 1.11.2019 and will have a fixed term of 6 years, with the option to extend for up to a further 24 months, and provided that the contract does not extend beyond 31.10.2027.
