Tender description

The Ministry of Housing, Communities and Local Government (MHCLG) is seeking to award a contract or contracts for the organisation and management of tenancy deposit protection insurance schemes for a maximum period of 3 years. The current schemes, which are service concession agreements (and as such are financially self-sufficient and receive no monetary support from MHCLG), have been in place since 2012. The purpose of the schemes is to provide assurance that should a landlord or agent default on repayment of a deposit to their tenant (where repayment is legitimately required), the scheme will repay the appropriate proportion of the deposit. The schemes are also required to provide access to a free alternative dispute resolution service to adjudicate on tenancy deposit disputes. MHCLG would particularly welcome views from prospective bidders on how long they expect it would take to implement a full service, starting from the contract award date.
