Tender description
Swale Borough Council is inviting quotations for Veterinary inspection services for various animal licensing functions, including Hire of Horses, Animal Boarding, Dog Breeding, Selling Animals as Pets, Training or Keeping Animals for Exhibition. The contract will commence on Monday, 30 September 2019 and terminate on Thursday, 29 September 2022. The Council may extend this opportunity for a further one year. The tenderer/s who submits the Most Economically Advantageous Tender, (MEAT) will be awarded the contract. The contract will involve the supply of a veterinary service to undertake inspections at council regulated establishments. The establishments that are regulated cover a wide range of veterinary expertise. We will therefore invite applications from experts who can cover both of these areas of discipline, or either of the identified areas of expertise. The two areas are: Hire of Horses. Breeding Dogs; Selling of Animals as Pets; Providing Boarding for Cats and Dogs; Training or Keeping Animals for Exhibition. Hire of Horses. These establishments need to be inspected annually by an approved Equine Veterinary Inspector (as dictated by the Royal College of Veterinary Surgeons). Inspections are conducted in conjunction with the Local Authority Inspector. Licences are issued on a risk rated score matrix, for either one, two or three years. Regardless of the length of the licence, a veterinary inspection is still required each year to consider compliance with the licence conditions, and the general suitability of the premises for the activity of Hire of Horses, with the emphasis on animal welfare. The inspecting veterinary surgeon will produce a report to summarise their findings for the council to consider. Breeding Dogs; Selling of Animals as Pets; Providing Boarding for Cats and Dogs; Training or Keeping Animals for Exhibition. These licenses run for either one, two or three years, with the exception of Training or Keeping Animals for Exhibition which is always a three year licence. All new applications for Breeding Dogs must be inspected by a veterinary inspector. Other new applications may require a veterinary inspection where appropriate, or at any stage if the council requests an inspection for any purpose. The inspection will consider compliance against the licence conditions and general suitability for the purpose with emphasis on animal welfare. After the inspection the veterinary surgeon will produce a report to summarise their findings for the council to consider. Expressions of Interest and Request For Quotation (R.F.Q.) documents must be submitted / uploaded on the Council’s e-tendering portal.
