Request for EOI - R23-19 - Support fo a Young Person

Sefton Council are inviting Expressions of interest for a Residential Care Home to support a vulnerable 16 year old young person who currently lives with his parents. He has a diagnosis of autism and severe learning disabilities. He can use picture symbols but requires encouragement and consistency. He uses gestures and can guide people to what he wants. He is non verbal. He has a communication plan. He requires routine. He likes to swim and to walk. He is motivated by food. There is a risk that he may hit out at carers. There were two incidents in one week in July. The last incident was April. It is relevant that both times are linked to school term ending and the routine being disrupted. The local authority responded by escalating the care ratio to 3:1 in the community. CAMHS are involved. Positive Behaviour Support are involved to create a behaviour plan. Placement needs:- • To have a valid and up to date Ofsted Registration with a rating good or higher. • To work in partnership with the Council and CAMHS to manage risk. • To provide an environment where he can feel safe and comfortable. • Initially 2:1 staffing. • Placement to be as close to borough as possible but other boroughs will be considered. • Placement staff needs to be trained in restraint and safe holding but staff will need to try all methods of de-escalation first. • Placement will need consistent and resilient staffing.
