Tender description

Bradford Council is seeking expressions of interest to provide a proactive advice service for Council managers on workforce issues including the provision of a website, telephone coaching, a case and call management system, MI portal and coaching workshops. Advice and support service: the primary function of any contract would be the provision of this element of the contract. A Human Resources HR advice and support service, specifically providing a service to Council managers on HR processes, policies, procedures and terms and conditions of employment. A service staffed with professionally qualified HR practitioners and located such that it will contribute to the retention and development of skills in or around the Bradford District. Description continued in II.2.4). A service that has an excellent call and case management system where all interaction between Council managers and the service are recorded and all documents are uploaded and stored so that information is fully accessible, auditable and compliant with GDPR. A management information portal providing user friendly access to comprehensive management information, including graphs and reports detailing all case management activity that can be fully interrogated to provide performance information, trends and ‘deep dive’ data to support the Council’s workforce objectives, the Council Priorities and key performance indicators. A case and call management system and web based knowledge portal for HR traded service to schools. A professional, pro active ‘follow up’ service with all managers, to check on progress, advise on issues and escalate cases where necessary to more senior management and the Council’s HR Service — it would be expected that a far greater percentage of calls would be outgoing to managers rather than incoming. Provision of coaching and advice to managers on how to deal with identified HR issues on a range of workforce related queries, including performance management, sickness absence management, disciplinary cases, grievances, investigations, and terms and conditions of employment. A service already in operational which can provide the above requirements. Web based technology: A Council branded customised HR web portal for managers providing user friendly guidance and advice with access to policies, processes, procedures advice and best practice plus a full range of template documentation all of which is searchable and easily accessed. An employee portal that mirrors the manager’s portal to provide appropriate advice and guidance to employees on HR issues. Training and learning for manager: Provision of coaching workshops for managers to up-skill them in workforce management including successfully undertaking ‘difficult conversations’ with staff to implement effective performance management. Summary of in-scope area: The following areas are likely to be within scope. Employee concerns: — bullying and harassment, — grievance. Holidays and leave of absence including: — annual leave, — maternity leave, — parental leave, — paternity leave. Performance and behaviour: — AWOL, — discipline, — drugs and alcohol abuse, — managing performance, — smoking. Sickness absence: — long term sickness absence, — mental health, — short term sickness absence. Working arrangements: — flexible retirement, — flexible working, — hours of work, — managing workforce change — Online content but not advice, — secondments and honorarium. Leavers: — resignation, — retirement. Recruitment, pay and reward: — disclosure and barring scheme, — fixed term contracts, — induction, — job evaluation and pay — Online content but not advice, — recruitment. Out of scope: The following areas are likely to be out of scope: — strategic HR services, — the employment of chiefs officers, — workforce development, — managing workforce change/restructuring/redundancy dismissals hearings and appeals, — industrial relations, — employee health and well-being, — health and safety, — payroll queries, — HR transactional. Objectives: The outcomes the service would be working with the Council would be: — reduction in sickness absence rates, — reduced case times for dealing with performance cases, — increased engagement of Council managers with performance management.
