Highway maintenance work

Tender description

Thames Water and our alliances complete approximately 150 000 reinstatements per year at a cost of c. 30 000 000 GBP per annum. This includes avoidable streetworks fines and penalties. Reinstatement work is a major challenge for us and our alliance partners; however it offers great opportunities for us to deliver operational efficiencies, best value for money, and provide an excellent customer experience. The scope of this tender process includes: — reinstatement work carried out by Thames Water and our alliances across all geographies and contract types, — year 3 AMP6 onwards (may include AMP 7) — 3 year contract with potential to extend to a maximum of 8 years, — internal processes including work allocation, standards and reporting, governance and systems, — engagement models for reinstatement contractors, — quality assurance and reporting. The scope may include new ways that reinstatement contractors can work with in and support streetworks activities for example traffic management. Approximately 40 % of our reinstatements take place in North London. The awarded supplier will be responsible for all reinstatements in the region across all workstreams including but not limited to: — infrastructure alliance — repair and maintenance, — infrastructure alliance — developer services, — metering, — eight2O — capital delivery projects, — waste network, — customer side leakage. The awarded supplier will be responsible for providing the end to end reinstatement services, compliant to specification for Reinstatement of Openings in Highways (SROH), in North London (material, labour, plant) including but not limited to planning of work allocation, reporting, governance and systems: — muck away is removed, — fine material and backfill is placed in the hole and compacted compliant to specification and standards, — white works team responsible for replacement of concrete, paving slabs and kerbs, — black works team lay asphalt and paint lines compliant to specifications and left to cure, — signs, lighting and guarding cleared and jet wash if necessary. Reinstatement is repairing or returning a road surface back to a compliant state after an excavation to repair, maintain or put in place a Thames Water asset. Thames Water’s reinstatements are carried out by our alliances, the IA (developer services and repair and maintenance), eight2O (capital delivery projects) and through the WNS contract for the waste network. 56 % of reinstatements are in response to clean water repair and maintenance works, 13 % related to metering, 12 % customer side leakage, 8 % to developer services and 2 % to capital delivery projects (which is expected to increase due to a mains replacement programme). Approximately 9 % of reinstatements are attributed to the waste network, however this is not expected to be included in the initial term of the contract as there is a contract in place until 2020.
