Tender description

Having delivered its first new build to Passivhaus standards, Connexus wants to develop the use of PHPP Modelling further to drive deep retrofit based on a lifetime modelled pathway towards EnerPHit, focussed initially around external wall insulation and heating. Connexus are seeking expressions of interest for the Connexus Warmer Homes ERDF Project for a consultant to undertake the Architect Led PHPP Modelling process to drive deep retrofit investment in the Connexus Housing stock based on a lifetime modelled pathway towards EnerPHit (an internationally recognised standard for whole house energy efficiency retrofit of existing homes based on Passivhaus modelling principles). The first phase of investment will be focussed initially around external wall insulation and heating and smart heating control solutions for properties at the following locations: Phase 1 52 Homes in Herefordshire – indicative area – Hereford City 80 Homes in Shropshire – indicative area – various locations across Shropshire Phase 2 The project may also be extended to additional locations in Herefordshire and Shropshire and for an extended period subject to further funding becoming available. This work is not guaranteed. Connexus will not be under any obligation to award phase 2 to the winning contractor for phase 1. The consultant will also be responsible for developing a specification for use by Connexus in the procurement of the capital works contractor, advising Connexus during the capital works delivery through site visits, reporting and refinement of design detailing. Based on the findings of the capital works design and delivery processes, the PHPP modelling will also inform the thirty year business plan for Connexus by advising on the nature of investments required in the housing stock to move it towards EnerPHit standard. As part of this tender process Connexus will also require a CDM Principal Designer to work on the project along with a SAP Assessor to support the design and provide evidence for reporting on improved performance to the Ministry of Housing, Communities and Local Government (MHCLG). An employers agent is also required to prepare specification and tender documents for the works phase of the contract. It is the view of Connexus Housing that the SAP Assessor and CDM Principal Designer roles should work closely with and report to the Architect and PHPP Modeller to ensure they have complete integration in the design and planning stage of the warmer homes capital works. The procurement of the PHPP Modeller therefore requires the lead organisation to provide these roles in house or to subcontract them.
