The purpose of this prior information notice (PIN) is to indicate that the Valuation Office intends to conduct a procurement exercise in the near future in order to award a contract for the development of a new core operational ICT system. This PIN is for information purposes only. It is not a call for tenders, nor is it a commitment to proceed with a procurement competition. It is intended that a call for tenders will be issued in due course. The Valuation Office is an independent Office of State in Ireland and operates under the aegis of the Department of Housing, Planning and Local Government. The core business of the Office is the provision of accurate, up-to-date statutory valuations of commercial and industrial properties (non-domestic) from which local authorities levy an annual charge known as ‘rates’. Rates on non-domestic property are an important element of Local Government funding yielding approximately 1 500 000 000 EUR annually. Full details of the role and functions of the Valuation Office are available at www.valoff.ie The purpose of this prior information notice is to indicate that the Valuation Office intends to conduct a procurement in the near future in order to award a contract to replace the office’s existing core operational ICT system. This current system, known as VOS, is used for managing the valuation process and the underlying database and is at end of life. It is intended to procure a modern, feature-rich solution to support the assessment of valuations of non-domestic property for taxation purposes and for supporting the associated processes. The Valuation Office has recently established an in-house project to advance the replacement of the VOS ICT system. The Office considers that the replacement solution can be provided through either developing a new bespoke system from first principles or through appropriate customisation of existing ‘off-the-shelf’ facilities. This is in line with the ICT Strategy 2017-2020 of the Valuation Office.
