Why the Work is Being Done Specific support is required for a short-term, tactical programme of engagement work supporting the Home Office Digital, Data and Technology Chief Technology Officer in delivering several specific areas of work. The DDaT CTO is responsible for digital data and technology professions, architecture and engineering and innovation across the Home Office. It is reaching a crucial stage in delivery, and stakeholder engagement is critical to its success. A tactical engagement partner is sought to undertake discreet areas of work looking at profession and the development of other areas of the CTO’s remit. Problem to Be Solved An engagement delivery partner is being sought to work with the DDaT communications team, CTO team and existing delivery partners to run a short, tactical programme to deliver staff and stakeholder (internal to the Home Office) engagement around four specific areas of work, and to: • Clearly articulate the benefits of the work to staff and stakeholders • Create content for use across a range of channels • Come up with creative written and visual ideas to engage with staff and stakeholders which enables two-way communication • Provide insight to inform realistic future stakeholder communication and engagement Who Are the Users This work will be used by the programme team to ensure the successful delivery of the programme. CTO’s office require an engagement process that can be replicated for future engagements. Early Market Engagement Work Already Done Any work that’s already been done Some strategic work has been done but no tactical delivery. Existing Team No existing engagement team but support from: • DDaT communications team • Strategic delivery team • CTO team. Current Phase Not applicable Work Location 2 Marsham Street, London, SW1P 4DF, with occasional visits to our Croydon campus. Working Arrangments On site to fully collaborate with the programme. Security Clearance All resources must have or be willing to undertake, and capable of achieving, security clearance to a minimum of CTC level. Additional T&Cs Travel expenses are payable for journeys outside the M25, where approved in advance by the customer and in line with HO Travel policy (subsistence is not payable). Skills & Experience Experience in communications during significant periods of change especially around delivery and operations (one example only) Experience in news and content writing for a variety of audiences and channels (one example only) Experience in tactical communications planning and delivery (one example only) Experience working in a complex stakeholder environment with senior leaders, responding to challenge (one example only) Graphic design experience (one example only) Excellent communications skills with enhanced listening techniques (one example only) Experience of complex programmes (one example only) Nice to Haves No. of Suppliers to Evaluate 5 Proposal Criteria Approach and methodology Capability (organisation and team) Mobilisation Examples (more than one) of similar, successful projects they have delivered Cultural Fit Criteria Provide knowledge transfer and share best practice and guidance Work collaboratively and as an integrated team Support continuous improvement of the programme management activities and requirement to deliver at pace and to high quality Conduct work in accordance to Civil Service Standards Value diversity of thought, actions and behaviours Payment Approach Capped time and materials Assessment Method Written proposal Work history Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range up to £200,000.
