Summary of the work Specific support is required for a short-term, tactical programme of engagement work supporting the Home Office Digital, Data and Technology Chief Technology Officer in delivering several specific areas of work. Expected Contract Length 12 months Latest start date Tuesday 1 October 2019 Budget Range up to £200,000. Why the Work is Being Done Specific support is required for a short-term, tactical programme of engagement work supporting the Home Office Digital, Data and Technology Chief Technology Officer in delivering several specific areas of work. The DDaT CTO is responsible for digital data and technology professions, architecture and engineering and innovation across the Home Office. It is reaching a crucial stage in delivery, and stakeholder engagement is critical to its success. A tactical engagement partner is sought to undertake discreet areas of work looking at profession and the development of other areas of the CTO’s remit. Problem to Be Solved An engagement delivery partner is being sought to work with the DDaT communications team, CTO team and existing delivery partners to run a short, tactical programme to deliver staff and stakeholder (internal to the Home Office) engagement around four specific areas of work, and to: • Clearly articulate the benefits of the work to staff and stakeholders • Create content for use across a range of channels • Come up with creative written and visual ideas to engage with staff and stakeholders which enables two-way communication • Provide insight to inform realistic future stakeholder communication and engagement Who Are the Users This work will be used by the programme team to ensure the successful delivery of the programme. CTO’s office require an engagement process that can be replicated for future engagements. Work Already Done Any work that’s already been done Some strategic work has been done but no tactical delivery. Existing Team No existing engagement team but support from: • DDaT communications team • Strategic delivery team • CTO team. Current Phase Not applicable Skills & Experience • Experience in communications during significant periods of change especially around delivery and operations (one example only) • Experience in news and content writing for a variety of audiences and channels (one example only) • Experience in tactical communications planning and delivery (one example only) • Experience working in a complex stakeholder environment with senior leaders, responding to challenge (one example only) • Graphic design experience (one example only) • Excellent communications skills with enhanced listening techniques (one example only) • Experience of complex programmes (one example only) Work Location 2 Marsham Street, London, SW1P 4DF, with occasional visits to our Croydon campus. Working Arrangments On site to fully collaborate with the programme. Security Clearance All resources must have or be willing to undertake, and capable of achieving, security clearance to a minimum of CTC level. Additional T&Cs Travel expenses are payable for journeys outside the M25, where approved in advance by the customer and in line with HO Travel policy (subsistence is not payable). Do you have an incumbent supplier? No, this is a new requirement. 2. 1) What are your expectations for resourcing this opportunity e.g. do you anticipate full time resource for 12 months or would part time be acceptable, and do you have expectations of the seniority of the resource(s)? Full time with the exception of graphic design support . 3. Is it possible that the contract length may be less than 12 months and if so what is the minimum anticipated contract length? Our expectation is that the contract will be 12 months. 4. Are you able to provide any further context or information on the four specific areas of work which this engagement programme will support? No, but we are confident they won’t pose any issues for the applicants. 5. Is it possible to have a 15 minute call with the buyer to understand the requirements further? Not at this stage but it may be made available to short-listed suppliers for the proposal stage. 6. Do you have a clear vision of the type of resources / team that you would like to deliver this requirement? Yes. 7. Will this, potentially, then lead to further engagement requirements? No additional requirements are currently foreseen. 8. Is there scope for offsite working where appropriate/more efficient/cost-saving? There is potential for some off-site working, with the prior approval of the CTO's team. 9. Is a dedicated on-site team a must-have requirement? See question 8, above. 10. Will the supplier require previous Home Office or Government related experience? No. 11. Please articulate what time of team you envisage this to be; what roles; you have specified engagement manager and graphic designer - Can that be 1 person holding both responsibilities, where possible? We expect the team to be a mix of communications and engagement roles with one lead, overseeing the team. We will be asking shortlisted suppliers to propose the most appropriate team composition. 12. What roles do you envisage being required within the onsite team? See question 11 above. 13. What is the deadline for the full proposal? The response date hasn't been confirmed as yet. 14. Will we have access to the complete research data carried out so far? We don't understand the clarification question. Can you please expand on 'research data'? 15. What are the current channels in play? Standard / usual internal communications and stakeholder engagement channels are in play. The engagement partner will work with us to generate new channels.
