Biodiversity Net Gain: Financial and Economic Appraisal for Major Infrastructure

To assess the financial impact of biodiversity net gain (BNG) policy on a range of types of major infrastructure projects. This will include a range of net gain scenarios. Objectives The study will work with developers of current or past major infrastructure projects, and with any published and business data (from current or past projects) to: • establish baseline costings • explore a series of counter-factual scenarios to test the financial impact of biodiversity net gain on these projects. The project may include qualitative interview-style analysis where appropriate. The project will assess major terrestrial infrastructure. The work may also investigate the compatibility of Green Book guidance with net gain requirements. Outputs • Results o Estimates of the financial impact of BNG on a full range of infrastructure types. o Interim results may be presented part-way through project • Products o A full project report conforming to Defra evidence reporting requirements. This should detail the methods and results at a minimum. o A summary presentation to the project working group upon completion.
