WMCA is seeking a single supplier to provide a high quality bike share scheme, with physical docking infrastructure with hybrid solutions, across the urban areas within each of the 7 constituent authorities (Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton). WMCA expects to procure a supplier through a competitive dialogue process to be commenced following a market consultation day to be held in WMCA Offices in Birmingham on 5.9.2019. The purpose of the market consultation day is for WMCA to discuss its proposals for the scheme with potential suppliers with a view to preparing the procurement and informing the market of its procurement plans and requirements. Further details of this event are contained in Sections II.2.4) (description of the procurement) and VI.3) (Additional Information) of this notice. Potential suppliers that are interested in a 30-60 minute slot to discuss the procurement with WMCA representatives, at the market consultation day, should register their interest on the Bravo Portal. Details of how to register on the portal and how to express an interest are included in Section VI.3). Please note the deadline to express an interest in the market consultation opportunity is 17.00 on 30.8.2019. Participating suppliers will be required to present to the evaluation panel for 5-10 minutes, bring a bike for demonstration purposes and take part in a questions and answer session (which will be consistent for each participating supplier). If more than 10 suppliers register an interest in discussions with WMCA, for administrative purposes, WMCA may instead conduct a serious of open discussions and ask for potential suppliers to complete a feedback questionnaire which will be made available at, or in advance of, the market consultation day. Further details of the format and allocated time slots will confirmed via the Bravo Solution portal during week commencing 2nd September. Attendance at the market consultation day is not, in any event, a requirement for future progress in the procurement process and details of the outcomes from the day will be made clear in procurement documents related to this opportunity, once these documents are published. Whilst the features of the scheme are to be finalised following the market consultation day, high level details are as follows: 1) The scheme will provide a minimum of 1 500 bikes placed in the 7 constituent authorities; 2) A services agreement between WMCA and its official bike share supplier which is expected to have an initial term of 4 years, with possible extensions exercisable at WMCA's discretion; 3) Bikes will be physically ‘docked’ in certain locations in city centres; and outside the city centre areas, it may be possible to provide geo-fenced docking stations (or similar) subject to the agreement of the local highway authority but WMCA's preference is for physical docking infrastructure due to WMCA's planning and streetscape requirements; and 4) The scheme will explore as an option, integration with the existing public transport payment system to offer a seamless, high quality transport service for people moving between different modes in the West Midlands. Due to the requirement that the scheme of operated across 7 constituent authority areas, WMCA is not dividing the contract into lots, as the integration and cohesion of the scheme across these areas is fundamental to the success of the scheme. Following the market consultation day, WMCA expects to publish a contract notice in relation to the opportunity in September 2019 with a preferred supplier being awarded a contract by March 2020. Further information and a detailed specification will be contained in the tender documentation once the procurement is formally advertised following the market consultation day. The procurement process is being conducted pursuant to the Public Contracts Regulations 2015 and will be awarded as a services contract. WMCA is considering opening up this opportunity to other authorities within the UK and will confirm its position on this following the market consultation day when the formal procurement process is commenced.
