Tender description

This requirement concerns the purchase of a service agreement to access a software solution and associated implementation, training and support. The appointed solution will be required to interface with existing NWSSP primary care infrastructure in order for NWSSP to deliver integrated solutions for primary care services. The appointed software must have a facility that allows workers to bid for sessions that require filling within the primary care sector e.g. locum positions. The solution must have the flexibility to be responsive to the needs of end users and be capable of further development i.e. a tool that also allows the supplier to work innovatively with primary care services by producing reports from data sets that can then be used to inform sustainable workforce strategies. The solution procured must be fully deployed in a live environment by 31.3.2020. The employment services division of NWSSP supports the Welsh Government ‘Train.Work.Live’ campaign by providing a single point of contact enabling a coordinated link with health boards, GP practices to give a ‘Once for Wales’ experience to potential employees. The current multi-site provider approach for securing temporary labour adopted elsewhere across the UK does not support the ‘Once for Wales’ principles, and GP’s continue to pay inflated charges for engaging temporary labour. This ‘Once for Wales Solution’ will include an integrated workforce tracker taking into consideration information from the medical performers list and All Wales locum register, thus ensuring the delivery of a ‘Once for Wales’ solution and direct efficiencies to primary care i.e. may well prove to be the first of its kind. A summary of some of the key features of the required solution include: — multi-disciplinary end user access to bid for sessions, — reporting outputs to be used to inform longer term workforce planning strategies in the primary care sector, — additional functionality for searches and increased capture of workforce demographics and management of applicants under new temporary workforce engagement tool, — billing and financial management of temporary workforce, — bi-lingual end user functionality, — dashboards and integrated reporting tools. The provision of intelligence to inform the development of the wider primary care workforce allowing for a more robust approach to workforce planning. The authority would like the option to consider the purchase of the IP rights within this agreement.
