Tender description
Why the Work is Being Done We want continued availability and improved functionality of an interactive online tool to allow users to interrogate data from our Active Lives Adult survey independently, and it to be developed to include more data from this survey as well as data from the Active Lives Children and Young People survey. This will help stakeholders and partners make sense of the vast data, encourage the use of insight within their work and to further comply with the UK Statistics Authority Code of Practice which governs the production and publication of Official Statistics, specifically by ensuring the data is accessible to all. Problem to Be Solved The current Active Lives online tool contract will expire on the 30th September 2019 but both surveys will continue to run and be published for the foreseeable future and remains a business priority. We would therefore like this tool to remain available, updated and maintained past the current contract end date. Without the continued availability of a tool, users will be limited in the data they are able to interrogate independently, and this will consequently increase the burden of running, processing and delivering data queries for the Quantitative research team at Sport England. Who Are the Users The current interactive tool has a mix of users. They include internal colleagues across Sport England (such as members in the insight directorate and communications teams) and external partners such as those working for Local Authorities or National Governing Bodies. They’ll need to be able to easily navigate the tool to select the data they require, easily interpret the data presented whether through tables, charts or maps and be able to export the raw data in some way. Currently they can analyse data using two of the three dimensions: locality, activity and demographic group Early Market Engagement There is limited information available to us regarding currently usage of the tool and we want to gain a greater level of user feedback and information on interested users through this new contract if possible. However, We do know that since its launch in the summer of 2017, over 12,741 queries have been run in the tool by users, with 3,479 of these being unique showing the volume and range of queries users have. Work Already Done The current tool (https://activelives.sportengland.org/) has now been live for 2 years and we would want to build on the learnings from creating, launching and developing it during this next phase. Existing Team The supplier will be working most closely with a Senior Analyst of Sport England’s quantitative research team (within the Insight Directorate) who will be managing the contract management monitoring arrangements. The supplier may also be required to work The ICT team and members of the Digital team to ensure the tool fits within our infrastructure, in relation to hosting and maintenance. Other members of the Insight directorate will be involved during the development and testing phases throughout the project. Current Phase Not started Work Location 21 Bloomsbury Street, London, WC1B 3HF Working Arrangments There should be face to face conversations where necessary and possible, particularly as we’re scoping out key phases at the beginning of the contract. However, going forward during key development and testing phases within the project we would expect regular communication via email and telephone. Outside of key development phases, we would expect catch up calls on a roughly monthly basis. Security Clearance None Additional T&Cs In addition to the standard DOS terms and conditions, the supplier will also be required to sign up to the Sport England Data Processing Agreement which will be provided to the shortlisted suppliers who are invited to the written proposal. Additional information- Following the review of the written proposal response for the 5 shortlisted suppliers, Sport England will invite up to three suppliers to present their solution. The indicative date for presentations will be Monday 21st or Thursday 24th October 2019 at Sport England's Bloomsbury Street office in London. Skills & Experience Provide evidence of previous experience in delivering similar projects (online tools and visualisation of data) to a high standard Provide evidence of previous experience in dealing with large and complex datasets Provide evidence of experience creating similar tools fully optimised for all devices. Have an excellent understanding of statistical data, using statistical datasets and making statistical data accessible. Have experience and understanding of back-end technologies, databases, developing and accessing APIs, and meeting data standards Have technical expertise of front-end, UI web development and responsive web design (HTML5/CSS/JS) Have GIS capabilities and understanding of geographic data Be able to provide support to Azure hosting. Nice to Haves Demonstrate experience of collecting and analysing user analytics for similar tools / websites No. of Suppliers to Evaluate 5 Proposal Criteria Understanding of the brief Proposed approach and methodology Previous experience – both project wise and amongst those who will carry out the work (submitted case study and work history will support the response to this question) Technical competence and ability to meet requirements Estimated timeframes for the work How they've identified risks and dependencies and offered approaches to manage them Value for money Cultural Fit Criteria Work as a team with our organisation Be transparent and collaborative when making decisions Can work with clients with ranging technical expertise Understands the importance of high-quality work Payment Approach Fixed price Assessment Method Written proposal Case study Work history Presentation Evaluation Weighting Technical competence 60% Cultural fit 5% Price 35% Questions from Suppliers Budget range the total budget in the two years is estimated between £100,000- £150,000 broken down into five areas: design and development in regard to the adult survey data (up to £40,000), design and development in regard to the inclusion of child survey data (up to £60,000), further development to ensure that we are able to make improvement throughout the contract (not to exceed £20,000), hosting and maintenance of the tool (up to £20,000) and overall project management (£10,000). up to £25,000 is available for the optional 6-month extension and allocated in similar proportions as the first two years.
