Tender description

The Greenwich young people integrated housing pathway is designed to improve the outcomes for young people and to prevent homelessness, in line with the Royal Borough of Greenwich Homelessness Review and Strategy 2014/19, children and young people’s plan 2017-2020 and the homelessness reduction Act 2017. The service was tendered in lots and the provider/s were expected to achieve the outcomes and requirements detailed within the specification. The young people’s contract consists of 5 lots namely: Lot 1: Assessment Support Centre; Lot 2: Accommodation Based Support for Young People; Lot 3: Accommodation Based Support for Teenage Parents and Accommodation Based Support for Young Women; Lot 4: Supported Lodgings; Lot 5: Floating Support. The service will provide an assessment based accommodation service to young people 16-24 years old at risk of homelessness who may have additional support needs and levels of risk and care leavers aged 18-24 The service should support a minimum of 10 young people living in furnished shared accommodation at any one time. 2 of the bed spaces will be provided as an emergency/crash pad facility as an alternative to placing a young person in emergency accommodation. The service will provide supported accommodation to young people: — 16-17 years old at risk of homelessness, — 18-24 years old at risk of homelessness who have additional support needs and levels of risk, — 16+ Children Looked After (CLA), — Care leavers aged 18-24. The service should support a minimum of 105 young people living in a mix of furnished shared and furnished self-contained accommodation: — all the units should be able to respond to changing levels of need and provide appropriate level of support, suitable for young people with a diverse set of complex needs, — 5 bed spaces must be for children looked after, including an emergency bed space for which providers are asked to provide a separate costing. The service will provide supported accommodation for young parents at risk of homelessness: — 16-17 years old at risk of homelessness, — 18-21 years old at risk of homelessness who have additional support needs and levels of risk, — Care leavers aged 18-21, — Teenage parents 16-19, — Young parents 18-24. The service should support — a minimum of 5 teenage parents in furnished accommodation, — a minimum of 5 young women in furnished accommodation, — a minimum of 20 units of floating support to young parents (single or couples) located within YMCATG Woolwich Dockyard Housing Scheme. The service will provide supported accommodation for young parents at risk of homelessness: — 16-17 years old at risk of homelessness, — 18-21 years old at risk of homelessness who have additional support needs and levels of risk, — 17+ Children looked after (CLA), — care leavers aged 18-21. The service will provide a minimum of 15 units of supported lodging within homes in Greenwich and South East London. The service will provide, short term crisis interventions as well as floating support: — 16-17 years old at risk of homelessness, — 18-21 years old at risk of homelessness who have additional support needs and levels of risk, — care leavers aged 18-21, — young parents at risk of homelessness. The service will work with a minimum of 100 young people, at any one time, by providing short term crisis intervention and a minimum of 80 units of floating support.
