Tender description
Refuge and floating support service for citizens/households escaping domestic abuse or who have experienced domestic abuse in the past. Key components of the project include: — an overall holistic service, offering needs-led, person-centred support to survivors and their households, — emergency access refuge for households with a variety needs, circumstances and characteristics, — floating support for households with a variety needs, circumstances and characteristics, including move-on and resettlement support. Key components of the project include: An overall holistic service, offering needs-led, person-centred support to survivors and their households. Emergency access refuge for households with a variety needs, circumstances and characteristics. Floating support for households with a variety needs, circumstances and characteristics, including move-on and resettlement support. Support will be offered for a time-limited period, as per individual need. Floating support length, in the context of individual support plans and exit strategies, will be monitored and agreed in conjunction with the homelessness prevention Pathway Team. It is not anticipated that people will typically be supported by the floating support element beyond 2 years; however, timescales will be dictated by individual need. It is expected that the supplier(s) will keep a ‘dormant’ caseload, allowing individuals to access very low level/emergency support, without the need for a formal re-referral. Project aims. Survivors of domestic abuse are: — supported via a holistic/whole family approach, with a focus on prevention in the short and long-term, — able to play a key role in shaping the delivery and development of the project, — able to achieve good quality of life and well-being, — prevented from becoming homeless or threatened with homelessness, — safeguarded and protected from harm, — able to live independently, increasing their confidence and independent living skills, and preventing dependency on services, — able to remain in their own home, when they wish and it is safe to do so, — able to manage their housing tenure, including being able to: —— pay for their accommodation, —— meet the responsibilities of having a tenancy or owning their own home, —— know how to get all necessary utility services at their accommodation, —— deal with repairs and/or improvements to their property, —— keep warm, comfortable, safe and secure, —— get on with their neighbours. — able to benefit from formal and informal support networks when needed, — prevented from experiencing social isolation, including as a result of rurality, — supported to achieve their full potential, including accessing education, employment, training, and voluntary work. Where needed, able to resettle into suitable accommodation working with social and private sector landlords to source accommodation for a range of needs. — able to move on from support when they are ready. Minimum units: — refuge 20, — floating support 35.
