Summary of the work Lead on delivery across programmes/portfolio. Deliver the internal transformation on ‘digital first’. Deliver a consistent approach across all the delivery teams/delivery boards/internal performance, including metrics/reporting/governance. Risk/issue management. Mentor/coach/direct lead programme heads. Leadership on delivery across programmes ensuring consistency/robust approaches that leave a legacy of delivery across Citizen Facing products Specialist role Delivery manager Expected Contract Length 6 months with option to extend for a further 3 months. Latest start date Monday 16 September 2019 Who Speclialist Work With This is a client-side role, being fully part of the Citizen Health Technology Senior Leadership Team. Work with all delivery teams across programmes and senior stakeholders across the organisation and commissioning organisations. What Specialists Work On To support the programme delivery during 2019/20, NHS Digital is seeking specialist delivery expertise to aid the delivery of the following programmes: NHS App NHS Login NHS Website (NHS.UK) NHS Apps Library Widening Digital Participation Personal Health Record National Opt Out Working alongside the NHS Digital senior team across the full portfolio of programmes. To ensure pace and strength of delivery, leaving a strong legacy of delivery within NHS Digital. Skills & Experience • Expert agile programme and delivery management capability on significant projects and portfolios >£100m (10%). • Experience of managing and governing delivery of complex portfolios with multiple programmes in parallel (10%). • Experience of successfully engaging and reporting to senior stakeholders (CxO and SCS) level (10%). • Extensive experience of Digital by Default (DbD) and the associated standards, assessment process, and spend controls (10%). • Experience and demonstrable skills in digital transformation, transition and service management of complex digital services (5%). • Experience in blending in-house and third parties to successfully source and deliver digital outcomes (5%). • Strong negotiation skills and the ability to influence external partners, suppliers, stakeholders and customers to secure mutually beneficial outcomes (5%). • Proven track record of managing and mitigating risks and issues strategically (5%). Nice to Haves • Experience of mentoring and coaching more junior resources to improve internal culture and capability. • Experience of digital transformation delivery across other government departments • Experience in supporting procurement and commercial management functions to source required outcomes. • Ability to create concise and insightful communications for dissemination to all stakeholder groups. • Experience demonstrable of strategic business planning and financial control. Work Location Either location: Leeds - Bridgewater Place London - Skipton House, Elephant and Castle Working Arrangments 5 days a week in the office under normal circumstances. Occasional working from home/remote with prior agreement. When home/remote - needs to be available to dial into meetings etc. Security Clearance Minimum Baseline Personnel Security Standard. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Operating with integrity and openness at all times in the client’s best interests (5%). • Able to collaborate across organisational boundaries (e.g. NHS Digital, NHS England, NHSx and Department of Health and Social Care) (5%). Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. Could you please confirm if this position is within IR35? This role is outside of IR35. 2. What is the budget for this role? The Buyer has decided not to publish the budget or day rate to encourage more competitive bids. 3. Is there an AfC grade that this role is aligned to? No. 4. Can the Authority confirm if they are working with an incumbent supplier? Yes we can but this is an open opportunity due to that contract ending. 5. RE the response to q4, will the current incumbent be reapplying and if so will they be favoured? It would up to the incumbent to decide if they wish to submit a response or not. All tender responses will be evaluated in accordance with the evaluation criteria published. 6. Is there a current incumbent? Yes but this contract is ending. 7. Will the incumbent candidate have to be re-submitted through the portal? It would up to the incumbent to decide if they wish to submit a response or not. But yes this will have to be submitted via Digital Marketplace. 8. Does the candidate need existing Baseline Personnel Security Standard clearance? Or can this be supported? Yes the candidate will need to obtain Baseline Personal Security Standard clearance. 9. Do candidates require existing security clearance at any level? Yes the candidate will need Baseline Personal Security Standard clearance. 10. How does this role fit within the organisational structure? We're trying to gauge what level of post this is. What would you say this is closest to: Head of Delivery, Programme Manager, Senior Scrum Master? This role is closest to a ‘Head of Delivery’. 11. Will you pay travel and expenses? No, the Buyer will not pay any travel and/or expenses. We would only pay travel and/or expenses in very exceptional circumstances which must be agreed in advance with the Buyer. 12. Can the candidate choose whether they will be based in Leeds or London? Will there be any travel to Humberside? Either location:Leeds - Bridgewater Place London - Skipton House, Elephant and Castle.There is no travel to Humberside, although travel will be expected to any NHS Digital location for which travel/expenses are not paid (except in exceptional circumstances, agreed in advance). 13. Do you pay Capped T&M? Yes this is capped T&M linked to Outcome payments against successful delivery of milestones. Milestones and percentage of outcome payments to be agreed with the successful supplier post contract award.
