Tender description

The aim of adventure activities licensing is to provide assurances to the public about the safety of those activity providers who have been granted a license. The aim being that young people can enjoy exciting and stimulating activities outdoors without being exposed to avoidable risks of death or disabling injury. HSE was designated as AALA from 1.4.2007, and retained the existing operators to manage the day to day operation of the service. The current contract is due to expire in March 2020. HSE is seeking to put in place a replacement contract for a period of 3 years, commencing on 1.4.2020 to 31.3.2023, with provision to option to extend for a further period of 2 years until 31.3.2025, in annual increments, by agreement between HSE and the contractor. The service to be delivered is: — the consideration of applications for licenses (including renewal of licenses) to provide adventure activities as required by the Adventure Activities Licensing Regulations 2008 (as amended) (the Regulations), — the production and consideration of reports produced according to the requirements of the regulations, — the making of decisions for the granting or refusal of applications for licenses in accordance with the regulations, — advising HSE of the outcomes of the above licensing decisions, — advising on the variation and revocation of licences, — the investigation of any complaints received that relate to licensable activities, — the provision of advice in response to enquiries received about licensable activities, — the provision of expert assistance to HSE or other enforcing authorities for accident investigation.
