Tender description
Interim highways maintenance and management subcontract. Following an EU regulated procurement process, Birmingham Highways Ltd (BHL, formerly Amey Birmingham Highways Ltd) was awarded a 25 year PFI contract by Birmingham City Council for the operation, rehabilitation and maintenance of its highway infrastructure. BHL entered into a subcontract with Amey LG Ltd (ALG) to deliver the project. After a restructuring of the project, the subcontract with ALG will terminate on 31.3.2020. A permanent 14 year replacement subcontract is intended to start in July 2021 but has not yet been procured and awarded. An interim subcontractor is therefore required to carry out the project between April 2020 and June 2021. BHL is working to promote early engagement with suppliers and give BHL an indication of market capacity prior to commencement of a formal procurement process for the interim subcontract. Market testing meetings will be held between 6 and 20.9.2019, with a view to issuing a request for proposals and related procurement documentation to interested bidders by the end of September 2019. The estimated total value of 85 000 000 GBP (excluding VAT) includes an estimated 50 000 000 GBP (excluding VAT) of capital works to be delivered by June 2021. The Public Contracts Regulations 2015 do not apply to this subcontract as it will be awarded and entered into by a private sector entity (BHL) and not by a contracting authority.
