Tender description
Through issuing this advert, Leicestershire County Council (LCC) is seeking feedback from the market to inform the development of a procurement solution for residential and foster care placements for children in care. LCC Children and family services would like to invite interested providers to a 2nd procurement solution collaborative event ‘You Said, We Heard’ (the first event was held in July 2019). LCC’s current procurement solution (East Midlands Regional Children’s Framework) will end as of 31.1.2020 and there will not be a future consortia approach in the East Midlands. LCC is progressing with a local procurement solution commencing 1.2.2020. LCC are passionate about working with providers to co-design this solution and understand what a collaborative approach could/should look like and address some of the key barriers and challenges that occur with the current approach. The Event will be held on 6.9.2019. Leicestershire County Council’s Children and Family Services would like to invite you to the 2nd procurement solution collaborative event ‘You Said, We Heard’ with regards to the Council’s provision of residential and foster care placements from 2020 and beyond. Our current sub-regional procurement solution (EMRCF) will end as of 31.1.2020 and there will not be a future consortia approach in the East Midlands therefore we are progressing with a local procurement solution commencing 1.2.2020. It is planned that any approach will be procured in 2 phases with the initial focus on: — residential placements for children in care, — foster care placements for children in care. Details on future categories will be available at a later date and communicated in due course. LCC are passionate about working with providers to co-design this solution; understand what a collaborative approach could/should look like and address some of the key barriers and challenges that occur with the current approach. We plan that this event will be the second of 3 collaborative events (the first event was held in July 2019) where we are committed to developing a systemic approach to providing good quality local provision for local children at the right time and we cannot do this without you! The second event is being held on 6.9.2019 at a local venue within the county area. Further information about the venue will be provided along with confirmation of delegate places. There will be 2 identical sessions run on this date for you to choose at your convenience: — Session 1: 10.00 a.m. — 12.00 p.m., — Session 2: 01.00 p.m. — 03.00 p.m. If your organisation would like to send a delegate(s) to this session, please respond via email to CFSCommissioningSupport@leics.gov.uk by 4.9.2019 with the following information: — delegate name, — role in organisation, — email address, — contact telephone, — special access requirements (if any), — session preference (if any). Places are initially limited to a maximum of one delegate per organisation and will be allocated on a ‘first come first served’ basis. Depending on availability we may able to offer extra spaces. Please note, the Council intends to use the information gathered at the event to inform the development of the procurement solution for residential and foster care placements for children in care. Participating in this exercise will not affect any party positively or negatively during any eventual procurement process and the Council reserve the right not to proceed with any procurement process. Interested parties are further advised that any information given during the market engagement exercise will not form part of an interested party’s tender submission and that a failure to respond to this notice will not preclude them from responding to any future contract notice. The Council will not meet any costs incurred by any party in responding to this notice.
