Tender description
National Grid Gas (NGG) is seeking market feedback in relation to their contract strategy which pursues the creation of strategic partnerships for the delivery of control system and cyber enhancement works. These works refer to the replacement, refurbishment and system integration of station and unit control systems, telemetry, metering, gas quality and boundary control systems, as well as related electrical and cyber enhancement works and associated civil works. NGG are currently exploring the appointment of 3 strategic partners, each one with a geographical allocation of works, to deliver the RIIO T2 and potentially RIIO T3 control systems and cyber enhancement capital plan. The purpose of this PIN is to inform the market of this forthcoming opportunity and to seek feedback in relation to a number of areas of the contract strategy — see Section II.2.14) below. National Grid Gas (NGG) is looking to engage the market for the supply of control system and cyber enhancement services. This refers to the replacement, refurbishment and system integration of station and unit control systems, telemetry, metering, gas quality and boundary control systems, as well as related electrical and cyber enhancement works and associated civil works. NGG seeks to appoint design and build strategic partners to deliver their RIIO T2 and potentially RIIO T3 control systems and cyber enhancements capital plan. National Grid Gas is currently intending to form geographic lots that mirror NGG’s operational areas. The intention would be to form lots for Scotland, East and West geographies as per National Grids Network map. National Grid are keen to receive feedback on this lot strategy. Where possible, NGG would like to align the partners, via incentivisation, to their agreed regulatory outcomes. This will allow the partnerships to create mutually beneficial value. NGG are also interested in the collaborative planning and solution optimisation of the capital plan. National Grid are looking to engage the market for feedback on incentivisation models and gauge market appetite. At a high level, the awarded tenderers will likely be required to deliver new, replacement, refurbishment asset interventions against the list of assets below: — station control systems, — unit control systems, — telemetry, — metering, — analysers, — boundary controls, — IT/OT, — cyber enhacements, — electrical, — ancillary civils. The awarded tenderer will likely be required to design, build and commission projects that include 1 or a more of the asset interventions listed above. The call for competition will be made either via an OJEU contract notice or via Achilles UVDB. It is advised that interested parties prepare to receive the call for competition by ensuring access to both forms of call for competition.
