Enabling Architecture–User Access Device (UAD) Discovery, Evaluation, Proof of Concept and Selection

Summary of the work It is necessary to conduct a discovery and alpha (selection / proof of concept) into User access requests to allow MOD to select and prove feasibility of a new User Access Device for a geographically disparate and global user base consuming centrally hosted services over a private network. Expected Contract Length 8 weeks with option to extend for 2 weeks (pending financial approval) Latest start date Monday 15 July 2019 Budget Range Up to £80,000 (Inc. VAT and T&S) Why the Work is Being Done The Customer is in need of updated UADs in order to continue accessing CSOC services through a secure environment. Problem to Be Solved Additional support is required to conduct an investigation that can look at the current options available on the market that will effectively update the UADs that the users are currently operating. The UADs need to be: Cost Effective, Space Efficient, Secure and Remotely Updateable. Who Are the Users Ministry of Defence – Joint Cyber Unit Single Services and wider MOD Cyber Stakeholders The user’s need includes an evaluation of UAD solutions (inc. monitors, keyboards and mice) that are available on the market. A comparison will need to be made between the market solutions and the Customer’s current operating UADs that are in place. This information then needs to be aggregated into a proof of concept, detailing the best option of a potential UAD solution that allows for reduced desk space and reduced power consumption, whilst also enhancing a better User Experience and ensuring the highest standard of security. Early Market Engagement N/A Work Already Done Requirements for the UADs have been collated; these are available in a feature matrix and have been set against the MoSCoW method of prioritisation. We can confirm there is not a current incumbent for this phase of the requirement. Existing Team The existing Cyber Delivery Team consists of crown servants and military personnel who have a wide range of functions and skillsets. All of which are based at MOD Corsham. Current Phase Discovery Skills & Experience • Deep technical understanding of network requirements, designs, specifications, configurations, and operations and defence, across: networks; gateways protection devices, User Access Devices (UADs) and supporting infrastructure, including equipment housing and power • Deep technical understanding of UAD considerations regarding operability, interoperability, usability, capacity, resilience (including business continuity), change management (including testing and acceptance) and performance analysis and optimisation • Recent (within 3 years) experience within a complex ICT Service Management Framework, including execution of projects/tasks through effective and efficient engagement in cross-domain processes and practices • Deep understanding of Industry ‘Best-Practice’ for User Access Devices including: technical and procedural requirements (including testing and remediation), generic designs and specifications and security • Please confirm valid SC-level Security Clearance is currently in place and will be held for the duration of the contract Nice to Haves • Demonstrable and relevant experience of undertaking knowledge transfer • Have the ability to think creatively and can articulate innovative ideas to solving complex business and ICT problems • Ability to present and articulate technical risks in a business context • Understanding and experience of working with HMG/ MOD policies including JSP 440 and 604 Work Location Supplier’s own place of work with visits to MOD Corsham and occasional visits to Main Building (London)/ Partner Locations. Working Arrangments Expect expertise to work from their own place of work to support the delivery of UAD solution suggestions. T&S is available for visits to additional sites, this must be in line with MOD rates. A T&S breakdown is to be included in the costings and must be within overall budget. Security Clearance All applicants must have SC Clearance at a minimum. All Clearances must be in place prior to submission of Stage 1 evidence. The Authority WILL NOT sponsor SC Clearance, it must be in place and valid for the duration of the contract. Additional T&Cs • Bid Responses to be submitted on the templates provided and in Microsoft Office Excel/Word 2007-2016 format only. • T&S will be paid based on receipted actuals and in compliance with MoD Policy, no other expenses are permitted. • Suppliers must use the Authority’s Purchase to Payment Tool called CP&F or be prepared to sign up to the tool. • Checkpoint meetings will be arranged during the period of contract to ensure information is available to the Authority • The intermediaries legislation does not apply to this engagement.
