Landfill-gas electricity generating plant construction work

Tender description

This prior information notice (PIN) has been issued to the open market to seek expressions of interest from suppliers who wish to participate in a market engagement exercise that will assist Essex County Council (ECC) in understanding the options to generate income from Landfill Gas. ECC would like to hear from suppliers willing to share information about their approach to the provision of an environmentally compliant solution including, supply, installation and delivering revenue through electricity generation. This PIN is not a call for competition, for the purposes of Regulation 26(9) of the Public Contracts Regulations 2015. ECC has an obligation to manage the Bellhouse closed landfill site in accordance with EA permitting. This duty has previously been discharged in the form of a concession contract for energy generation including the full management of the gas field. ECC are seeking to engage with the market to shape the future strategy for the management of the site. The purpose of the market engagement is to seek market intelligence in regard to the most economically advantageous arrangements on the site whilst fulfilling the landfill gas management requirements under the permit. The site currently has a gas flow rate of approx 600 m3/hr and approx 40 % CH4. ECC are in possession of a 3 000 kVA connection agreement with UKPN.
