Tender description

For the avoidance of doubt this is not a call for competition, this is to facilitate market engagement and soft market testing. The Council is seeking responses from the independent marketplace about their ability to provide building based respite, also known as short breaks: — the provision of building based (overnight) respite to adults, aged 18 years old +, who a have primary diagnosis of a learning disability and/or autism, — in addition, some people may display behaviours that challenge, have profound and multiple disabilities, limited or no verbal communication, have other physical health issues, — people using the service may require support with personal care, — the services may provide both ‘planned’ respite and support in case of an emergency. The Council is seeking responses from the independent marketplace about their ability to provide building based respite, also known as short breaks. 1) Needs overview: — the provision of building based (overnight) respite to adults, aged 18 years old +, who a have primary diagnosis of a learning disability and/or autism, — in addition, some people may, display behaviours that challenge, have profound and multiple disabilities, have limited or no verbal communication, have other physical health, mobility, frailty, ageing issues including risk of fall, complex health needs, epilepsy and dementia. With requirements for: support to transfer, aids and adaptations, such as hoists, — people using the service may require support with personal care, maintaining/managing hydration and nutrition (including meal preparation), transfers, maintaining and managing any health issues/conditions (including administration of medication), building and maintaining relationships with others and accessing activities and opportunities, — the services may provide both ‘planned’ respite and support in case of an emergency. 2) Location: The Council currently delivers services from 3 locations across the county — approx. 25 beds: — Newcastle-under-Lyme, — Cannock, — East Staffordshire. The Council may require a single provider to deliver the aforementioned services in their entirety or partially; the Council may consider consortium contracting and/or sub-contracting arrangements if appropriate. 3) Staffing requirements: Services, support and staffing expectations include: — the service will be operational 24/7 — 365 day per year, providing overnight support, — the service will be required to be CQC registered, — staff trained and qualified (as appropriate) in supporting adults with a learning disability and associated needs — including those with ‘complex care’ needs (listed in Section 1: Needs overview), — outcome focussed through the delivery of high quality personalised care and support, — creative, innovative and solution focused in respect of partnership working, the use of assistive technology and maximising independence (i.e. lifeskills assessment) the use of local community facilities and opportunities, — support people using the facilities in respect of assessing and developing their skillset and maximising their independence, — TUPE may apply. 4) Accommodation: — the Council has purpose-built accommodation for the provision of 2 of these services currently — which will likely be included in any contractual arrangement in the future, — the Council may require the successful applicant to provide accommodation, in addition to the care and support, for the third location, approx.10 beds, — any accommodation will need to be suitable to meet a range of needs — including accessible to individuals who have physical mobility issues i.e. wheelchair or walking aids, require specialist aids and adaptations to maintain their health and well-being, and provide a range of supported bathing facilities. 5) Indicative budget: — the maximum indicative contractual amount is 2 000 000,00 GBP per annum.
