Tender description

EMSCU is acting on behalf of the contracting authority to undertake a compliant EU tender exercise using the light touch regime under Schedule 3 (open procedure) of the Public Contract Regulations (2015) to establish a national framework agreement for IT Training Programme. The framework consists of 3 lots: Lot 1: Technical Courses; Lot 2: Non-Technical Courses; Lot 3: Bespoke/Custom Courses. Bidders that have been awarded either Lots 1 or 2 will also be awarded Lot 3 if they have the ability to provide (Not Scored). ‘Documents for this procurement will be made available from 12.4.2019’ This lot will cover the provision of ‘off the shelf’ solutions and specialist education and training for IT professionals of a technical nature. Typical activities required under this lot include, but are not restricted to the attached course list. Technical training could include blended learning offerings, e.g. e-learning, remote access, classroom, on site. This lot will cover the provision of ‘off the shelf’ solutions and specialist education and training for IT professionals of a non-technical nature which includes business and soft skills. Typical activities required under this lot include, but are not restricted to the attached course list. Non-technical training could include blended learning offerings, e.g. e-learning, remote access, classroom, on site. Please note: Can only be awarded to a supplier that has been awarded at least one lot (1 or 2). Users of Lot 3 will only be able to conduct mini-competition (no direct award). This lot will cover the provision of bespoke/custom solutions and specialist education and training for IT professionals. This is expected to be for softer skills. However, could include technical and non-technical business skills. Typical topic areas required under this Lot include, but are not restricted to: — commercial awareness, — emotional intelligence, — finance for non-financial managers, — IT market trends, — leadership skills, — management skills, — managing conflict, — stakeholder relationships, — negotiating and influencing, — talent development.
