The primary objective of this market engagement exercise is to understand the capabilities and capacity within the market, to identify how the market can support the Authority to manage the recovery/disposal of fly-tipped tyres throughout the county of Hampshire. The market engagement questionnaire is designed to inform the authority of the current services the market is able to offer. This will help the authority to shape the service moving forward. This is a market information exercise only and may not necessarily lead to any future procurement process. In the event that it did proceed, it is not yet certain which procurement route would be followed. Suppliers will be neither advantaged nor disadvantaged by responding to the questionnaire. Hampshire County Council, acting in its role as a Waste Disposal Authority, currently has a duty to arrange and pay for the legal recovery/disposal of fly-tipped tyres collected by local authorities from the highway and stored at depot locations or Veolia operated transfer stations. The intention is to place all tyres through a company that will collect and process tyres for legal recovery or disposal. With the agreement of Hampshire County Council, Portsmouth City Council and Southampton City Council may dispose of fly-tipped tyres through these contract arrangements. Southampton City Council currently has its own disposal route for fly-tipped tyres. Waste collection authorities collect tyres that have been fly-tipped on the highway and store them at depot or waste transfer sites throughout Hampshire. Depending on the size of the individual site, between 50 and 400 tyres can be stored. The tyres are stored loose, generally in the open air but on some sites within containers. As tyres are only collected by the local authorities in response to illegal activity there is no guarantee that tyres will require collection. There is no standby fee, the only income will be from the tyres collected and the scrapping of any rims. On collection, the tyres are required to be counted and categorised for payment purposes. The collected tyres are required to be sent for legal recovery/disposal. It is understood that as the tyres are fly-tipped they cannot be crumbed. The service is currently carried out in accordance with general instructions by the Waste and Resource Management section of Hampshire County Council. Hampshire County Council require the collection, disposal and recycling of fly-tipped tyres from the depot locations or Veolia operated transfer stations.
