Tender description

Chorley Council is seeking a suitable partner to manage and operate the Council’s Leisure Services. The service will include provision of leisure facilities management services which consists of: — All Seasons Leisure Centre, — Clayton Green Sports Centre, — Brinscall Swimming Pool. The contract will be let for a period of ten (10) years intended to commence 1.10.2020 with the option to extend for a period of up to a further five (5) years. The annual contract value is estimated to be 2 200 000 GBP (based on the current income of the facilities within scope). The estimated value for the initial 10 year contract period is estimated to be 22 000 000 GBP and the estimated value for the potential 15 year term (including the optional extension of up to 5 years) is 33 000 000 GBP. Chorley Council is inviting tenders from suitable partners who wish to be considered to manage and operate the Council’s Leisure Services. The operator shall provide a service which contributes to the Council’s Corporate Priorities as set out in its corporate strategy 2018/19 — 2020/21 and the Council’s Leisure Strategy has identified the following key strategic priorities for the services to be delivered by the operator which are designed to contribute to the Local Authority’s wider local Strategic Outcomes [Corporate Priorities]: — high quality facilities with a reputation for excellent customer service, — deliver a sustainable community leisure offer which complements local partnership development, — ensure assets meet the current and future physical activity and leisure needs of Chorley residents, — increase participation across a wide demographic through the greater use of inspirational and engaging activities delivered within facilities and in the community, — align and support the priorities for prevention and early intervention and public service reform agenda. The service will include provision of leisure facilities management services which consists of the following leisure facilities: — All Seasons Leisure Centre: 6 lane x 25 m swimming pool, 10 m x 10 m teaching pool, Leisure pool space, 4 badminton court sports hall, 2 badminton court activity hall, 47 station health and fitness suite, 180 m2 studio and 45 m2 studio, 2 squash courts, spectator’s area, table tennis table, café, dry and wet changing rooms, 100 car parking spaces, — Clayton Green Sports Centre: two 39 m x 18 m floodlit 3G pitches, 34 station health and fitness suite, 180 m2 studio, 6 badminton court sports hall, 2 squash courts, spectator area, children’s pre-school, dry changing rooms, 200 car parking spaces, — Brinscall Swimming Pool: 4 lane 22 m swimming pool, wet changing rooms, 15 car parking spaces. The Council’s core contract requirements are summarised below: — 10 year + up to 5 year extension option leisure operating contract, — shared facility management responsibilities for the leisure centres transferred to the operator including maintenance and lifecycle responsibilities. The Council will remain responsible for insuring the buildings, — contribute to chorley Council’s strategic priorities for leisure services, — the operator will be required through modern ICT, to accurately measure exercise participation in the District. This information will subsequently be used by the operator to raise participation levels for all residents, target groups and localities as set out in the leisure services specification, — implementing up to 2 000 000 GBP investment solution utilising Council capital, — a zero subsidy, with additional points given in the evaluation process according to size of total management fee payment to the Council. Stage 1 of this process comprises a selection questionnaire to identify and shortlist suitable potential bidders. Following shortlisting from the standard selection questionnaire process, shortlisted bidders will be invited to submit an initial tender. This approach is being used to enable the Council to ask bidders to refine investment proposals and maintenance responsibilities. Following evaluation of initial tenders, the Council reserves the right to enter negotiation at its sole discretion, and consequently ask selected bidders to submit a revised tender. The Council reserves the right, subject to receiving a satisfactory bid in response to the invitation to submit initial tenders (ISIT), not to negotiate and award the contract as a result of the evaluation of initial tenders. The procurement process provides the opportunity for the Council to identify the most appropriate long-term solution taking into account the needs of the community, users, key strategic partners and groups.
