Tender description
The Kent County Council (KCC) wishes to engage with the market regarding the provision of temporary waste transfer services, including the reception, bulking and haulage of household waste collected by Folkestone & Hythe District Council (FHDC). The service would need to be ready to go live within the next 6 - 12 months and continue for a period of up to 4 years. The Waste Transfer Station (WTS) must be fully permitted and have the capacity to transfer approximately 32,000 tonnes per annum over a number of different waste streams which require segregation and onward haulage to end destinations. The WTS must be conveniently located in order to reduce the negative impact to the environment and public health caused by haulage of waste over unnecessarily long distances. The WTS must therefore be situated within, or within a reasonable distance from (i.e. no more than 25 minutes drive away for fully laden Refuse Collection Vehicles taking the most appropriate route), the boundary of the area of FHDC. KCC would like to take the opportunity to invite suitably qualified waste management organisations to supply details of the works and services they could provide to meet this requirement. Please register your interest and email Hayley.Peacock@kent.gov.uk Organisations must already be practiced in delivering the highest standards of Health and Safety and Environmental compliance to deliver highly organised and efficient waste transfer services ensuring delivery and planning of logistics that fully support an optimised operational service; using expertise and innovation to minimise and reduce costs to KCC. KCC is the largest county council in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £900m on goods and services and a population of 1.3m. KCC provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils and 305 parish/town councils. KCC operates as the Waste Disposal Authority (WDA). The 12 district/borough/city councils of Kent operate as the Waste Collection Authorities (WCAs). KCC arranges the recycling/disposal of waste collected from households by the WCAs. The Kent Waste Disposal Strategy was adopted in 2017 and sets out KCC’s ambition up to 2035: “Our Ambition is to deliver a high quality, value for money household waste disposal service for the people of Kent, with an emphasis on waste reduction, recycling and achieving zero landfill.” The strategy also outlines KCC’s approach to commissioning for waste services. This includes, engaging with companies at the earliest opportunity to understand views, challenges, innovation and key market drivers to provide us with the information we need to make the best decisions about how to deliver our services. KCC currently has a number of contracts in place to manage and operate the HWRC and WTS services. Organisations who do not participate in this early market consultation opportunity will not be precluded from bidding for any future contracting opportunity. Keywords: Waste
