Tender description

Devon County Council, Plymouth City Council, Torbay Council and NHS Devon CCG are commissioning for a contract for local healthwatch and a local engagement service within the Devon STP footprint. This procurement has been developed in collaboration with the 3 local authorities and NHS Devon CCG. Lot 1: Local Healthwatch for Devon, Plymouth and Torbay (Statutory Health and Social Care Consumer Voice). This will be commissioned by the 3 local authorities with input from the CCG; Lot 2: Local Health and Social Care Engagement. This will be Commissioned by the 3 local authorities and the CCG. This will be arranged on a 'call-off purchase', issue-by-issue basis, with no guarantee of volume of business. Lot 1 is for the provision of the Local Healthwatch for Devon, Plymouth and Torbay (Statutory Health and Social Care Consumer Voice). Healthwatch Devon, Plymouth and Torbay will operate in the areas covered by Devon County Council, Plymouth City Council and Torbay Council. This matches the area covered by the new NHS Devon Clinical Commissioning Group. The local authority’s hold the statutory responsibility, and this includes children’s and adults health and social care services. The local healthwatch function will also play a part in helping shape the strategic direction of health and social care within the county of Devon, as a member of the Sustainability and transformation partnership (STP) for Devon. Lot 2 is for the provision of local health and social care engagement. This will be arranged on a 'call-off purchase', issue-by-issue basis, with no guarantee of volume of business. Since April 2017 Devon County Council (in partnership with the then 2 CCGs) commissioned the engagement function separately. This approach is proposed to continue, with Plymouth City Council and Torbay Council also becoming joint commissioners of local engagement activities across the wider Sustainability and transformation partnership (STP) for Devon. Lot 2 will be commissioned by Devon County Council, Plymouth City Council, Torbay Council and NHS Devon CCG.
