Tender description
In relation to the commissioning of public health services for children between 0-19 years of age. The County Council took responsibility for commissioning public health services for 0-5 years old (Health Visiting) in October 2015, adding to its existing responsibility for services for 5-19 years old (school age nursing services). The services to be provided under the contract relate to the Department of Health’s Healthy Child Programme (HCP) and include: 1) 0-5 Healthy Visiting Service; 2) 0-19 Public Health and Well-being Nursing Service; 3) 0-19 Strengthening Families the Partnership Plus element of Health Visiting and School Aged Nursing; and 4) The Child Screening Service including National Child Measurement Programme and Vision screening. For the avoidance of doubt this does not include the school-based vaccination programmes, which are commissioned separately by NHS England. Award of a contract without prior publication of a call for competition in the Official Journal of the European Union. Continuation of: Section IV. Procedure Annex D Part 3: Explanation: (a) the implementation of that cooperation is governed solely by considerations relating to the public interest; and Nature of the service: the contract requires that health services are provided a free of charge to children, young people, parents and carers in Cumbria for the protection and improvement of their health and well-being required by the common objectives stated above. These health services are provided on a universal proportionalism basis i.e. mandated services are provided to all with more services being provided to those with greatest need. The provision of free health services commissioned by the Council and provided by CPFT are in the public’s interest. Continuity of service: Cumbria Partnership NHS Foundation Trust (CPFT) is the current provider of the majority of the services listed above. By awarding the contract to CPFT risks, such as reduction in performance, associated with transitioning a contract to a new provider are avoided. This protects the public from a potential reduction of mandatory universal health services. Best value: the Council are satisfied that CPFT through its management of public funds is, and will continue, to provide best value in the provision of the required services. CPFT’s community services for children, young people and families were rated as good by at their most recent Care quality commission (CQC) inspection (April 2017). CPFT are further improving services by further embedding integrated working in locality alongside the Council and multi-agency partners. The contract ensures the public continue to receive a good service that is improving; (b) the participating contracting authorities perform on the open market less than 20 % of the activities concerned by the cooperation. The Council does not provide any of the services listed in the contract. CPFTs’ annual turnover over the last 3 financial years (2015-2018) averaged 177 900 000 GBP. The financial value of the contract is 5 400 000 GBP which is only 3 % of this turnover. CPFT Income — 2015/16 = 173 000 000 GBP; 2016/17 = 180 300 000 GBP; 2017/18 = 180 200 000 GBP — Average 177 900 000 GBP. It is proposed that on 1.10.2019 the Cumbria Partnership NHS Foundation Trust (CPFT) will acquire North Cumbria University Hospital NHS Trust (NCUHT). This acquisition will further reduce the percentage of activities performed by CPFT related to this contract on the open market.
