Evaluation of the Systems Research Programme

Tender description

Defra is seeking to commission a process and impact evaluation of the Systems Research Programme. The overall aim of the evaluation will be to identify what is working well, and less well about the development of system frameworks, products, governance, and methodology, to highlight any early impact the programme has had. The intention of the evaluation is to provide actionable recommendations for the second year of the programme, alongside any recommendations for applying systems thinking more widely within Defra. The evaluation will provide analysis and recommendations at the end of Year 1, and specify key priorities for the second year of the evaluation. It is anticipated that all five system areas and the design authority will be included in the evaluation. The focus of the evaluation is intended to be internal, engaging with Defra (and potentially the wider Defra group) and academics engaged in the programme - it is not anticipated that external stakeholders will be engaged.
