Tender description

The Council is seeking consultancy support to progress the development of the Strategic outline case (SOC) and associated appraisal specification report describing the preferred intervention to address the problems of Shipley. To ensure the most expeditious development of this SOC the Council proposes to procure the services of an appropriately qualified consultant. The Council is seeking consultancy support to progress the development of the Strategic outline case (SOC) and associated options appraisal report describing the preferred intervention to address the problems of Shipley. To ensure the most expeditious development of this SOC the Council proposes to procure the services of an appropriately qualified consultant. The appointed consultant will need to develop the existing ASR (Initial Rev1) in conjunction with the DfT modelling team, to a point where the findings and recommendations from the detailed options appraisal report can be used to inform the relevant and appropriate documents required for a SOC in conjunction with the HMT Green Book 5-case approach. The updated ASR should also give consideration and make reference to the ‘Bradford Shipley Route Improvememnt Scheme’ and any constraints and/or benefits that the options could deliver. Working with DfT Modelling Team, develop a SOC in conjunction with the HMT Green Book 5-case approach including WebTAG requirements.
