Tender description
The Department for Education (DfE) are seeking to undertake collection of condition, contextual and building management data for all state maintained school buildings in England. This will build on the successes of the Condition Data Collection (CDC) programme, and will reflect lessons learned to improve the quality of the data collected. We currently plan to deliver the CDC2 programme over 5 years, beginning in 2020 and visiting approximately 23 000 institutions which have c. 70 000 buildings in total. It is intended that the services will be required in England only although the detail of how the lots will be structured and number of contracts to be awarded is yet to be finalised. Description of the procurement: the SO will be responsible for collecting condition, compliance and management data for all government maintained schools across England, and inputting the data into the IT system. It is anticipated that each supplier will operate nationally. This will include: — ensuring that suitably qualified and experienced staff are engaged to deliver data as required by the specification, — that their work is quality assured, — that any training and maintenance of training required for their staff is provided, — that data is provided by schools where specified and contact is made and maintained with them in accordance with an agreed engagement and delivery process, — that they engage across the programme of work to support and drive effective and consistent delivery. It is intended that the services will be required in England only although the detail of how the lots will be structured and number of contracts to be awarded is yet to be finalised. Description of the procurement: the TQM will be responsible for ensuring that the data provided to the DfE is of suitable quality at the time it is required. This will include: — ensuring that processes and procedures for the technical delivery of the survey are robust, — that these are clear to all SOs, — that training is provided where necessary (noting that whilst the specific methodology used is tailored to the CDC2 programme, it expects SOs to provide suitably experienced staff), — that thorough review, audit and where necessary revision of data is completed and traceable, — that models are available, maintained and useable to draw value from the data collected, — that advice is provided on the interpretation of the data. It is intended that the services will be required in England only although the detail of how the lots will be structured and number of contracts to be awarded is yet to be finalised. Description of the procurement: the IT provider will be responsible for providing a solution to validate, verify and house all the school data collected by the surveying organisations. The IT solution should be ready for UAT and end to end pilot survey testing by July 2020. It will include (but not limited to): — remote/‘on site’ collection and subsequent upload of data via mobile device, — point of input validation of data to maintain data quality, — a web based front end to allow viewing, error checking, report design, MI/BI reporting for surveyors and the DfE, — access to defined reports for circa 25 000 users, — automated update of an internal DfE database with collected CDC2 data via API link.
