Tender description
The Bradwell B development is a new nuclear power station proposed for construction near Bradwell-on-Sea in Maldon, Essex. It is proposed that Bradwell B will be developed with a third-generation pressurised water reactor called UK HPR1000. The proposed B station is close to the now non-operational Bradwell A which is currently going through a programme of accelerated decommissioning. At present, the proponents of the Bradwell B NNB project are undergoing pre-application consultation to help inform decisions including but not limited to the number of reactors for the station and cooling arrangements (which may include use of cooling water). Following this, it is anticipated that the proponents of the project will seek a Development Consent Order (DCO) from the planning inspectorate as well as subsequent marine licences from the authority. Ad hoc advice will be required over the duration of the contract. A flexible team of experts will be required to cover relevant areas where advice may be required through the pre-application and consenting (if appropriate) process for Bradwell B. Time available for advice is largely determined by the authority’s legal obligations under the consenting process. Advice will generally be required within 14 days; however this may vary depending on the nature of documents for review. The contractor should have a demonstrable understanding of the marine consents and marine licensing process for nuclear development and also the authority’s role in this process. This project relates to a specific development proposed for a specific location within the UK. Following this, an understanding of the likely issues that will be raised for that development relevant to the Authority should be demonstrated within the tender and suitable expertise/experience provided on the project team. All conflict of interests should be declared and steps taken to mitigate any conflict identified. The conflict of interests are those specific to this particular project. The authority reserves the right not to award the contract if it feels the conflict of interest declared/discovered or mitigation methods employed cannot be accepted. The contractor shall not enter into an agreement that may cause a conflict of interest during this contract. The contractor may discuss potential conflicts of interest with the authority and may only enter into other agreements that may cause a conflict of interest with the consent of the authority.
