Tender description
This procurement is to deliver a European Train Control System (ETCS) Level 2 and any required Global System for Mobile Communications for Railway (GSM-R) upgrade on the Transpennine Route (Manchester Victoria to Leeds) with envisaged transitions of approximately Stalybridge and Cottingley, controlled from the relevant Rail Operating Centre. The location of the required transition is yet to be confirmed and may be to the East or West of Stalybridge. Please see the detailed description at Section II.2.4 of this Contract Notice for further details of the scope of this procurement. TRU Strategic Outcomes: The Department for Transport (DfT) has set out its high level strategic outcomes for the Transpennine Route Upgrade Programme as follows: — Leeds to Manchester Victoria, target journey time of 44 minutes with 1 stop, — York to Manchester Victoria target journey time of 67 minutes with 2 stops, — Capacity to deliver the Indicative Train Service Specification (ITSS) v1.1, — Capacity to operate 8 x 24m vehicles (including 2 x 4 car sets in multiple) for Intercity services and 6 x 24m max for local services unless subject to an agreed site-specific derogation, — Performance of 92 % of the specified train services shall arrive at four key stations within 0-5 minutes of the timetabled arrival time. ETCS contractor Requirements The ETCS contractor appointed under this procurement procedure will be required to support each of the above programme outcomes, via provision of an ETCS level 2 solution, complete with any required GSM-R upgrade, capable of delivering the Indicative Train Service Specification (ITSS) v1.1 and its associated timetable on the Transpennine Route in the West of Leeds area (Manchester Victoria to Leeds), with envisaged transitions of approximately Stalybridge and Cottingley, controlled from the relevant ROC. The location of the required transitions is yet to be confirmed and may be to the East or West of Stalybridge. Interlocking and trackside equipment will be provided by other suppliers, with the exception of balises and associated signage which will be provided by the ETCS contractor appointed under this procurement procedure. This procurement event will deliver the ETCS and GSM-R infrastructure, as well as integration with the infrastructure provided by the West of Leeds Alliance (as further described in the tender documents) and with the on-board equipment on rolling stock. The ETCS contractor will also be responsible for the maintenance service of the system it supplies for the life of the system (anticipated to be approximately 30 years) (with the exception of GSM-R, for which the ETCS contractor will only be responsible for maintenance during the 2 year defects and liability period. The contract may also include Automatic Train Operation (ATO) in Grade of Automation 2 (GoA) over the same geographic scope described above, including any necessary integration with other systems to enable this functionality. An amended NEC 4th Edition, Design, Build and Operate contract, adapted for maintenance rather than operate, is the contracting mechanism selected to deliver this work. The subject matter of the contract has been scoped to take into account the priorities of Network Rail relating to economic, social and environmental well-being. These priorities are described in the procurement documents and the successful supplier will be expected to contribute to these priorities. The duration of the contract in months is 435. The contract is not subject to renewal. This is not a recurrent procurement. Variants will not be accepted. Network Rail envisages inviting 4 candidates to tender and the objective criteria for choosing the candidates are set out in the procurement documents. All criteria relating to the following are all as set out in the procurement documents: (i) suitability to pursue the professional activity, including requirements relating to enrollment on professional or trade registers; (ii) economic and financial standing; (iii) technical and professional ability; and (iv) objective rules and criteria for participation.
