Mobile responder service market engagement event — 1:30 p.m., 10.9.2019. Due to anticipated high attendance a maximum of 2 people from your organisation are permitted to attend. The event will be held in the Exeter Area. Mobile responder service market engagement event — 1:30 p.m., 10.9.2019. Devon County Council (DCC) and NHS Devon Clinical Commissioning Group (Devon CCG) are considering how to commission a rapid face to face response to: — attend when a face to face response is required following an alert raised by Technology Enabled Care (TEC) equipment/digital Apps, — attend when the South West Ambulance Service Foundation Trust (SWASFT) have established that a non-emergency response is appropriate following a call received by their control centre, — attend following notification from paid formal carers that a client has fallen and appears not to be injured, — attend when a person with a learning disability or autism needs urgent face to face assistance/reassurance during planned periods of ‘time alone’. The exact scope of this has not yet been confirmed, but is likely to include, but not be limited to: — assisting where an individual has fallen; including an assessment of whether it is safe to lift the person and assist with helping them up using appropriate equipment to do so where it is deemed safe, — assisting where an individual’s poor mobility las led to them becoming ‘stuck’ e.g. unable to get out of the chair, — providing reassurance where an individual has become very anxious, or something has gone wrong, — attending if the person is believed to be at risk of wandering or is lost, — attending if the person needs assistance within their home e.g. changing their bed sheets after an incontinence incident, managing household issues such as fuse box tripping, etc. The mobile responder service will not be required to attend to clinical alerts e.g. epilepsy sensor alerts, or to take on an ‘appropriate adult’ role should one be required, or to backfill staff shortages in other services. The mobile responder service will be required to link with, and refer on to, other community based, or professional, services. The market engagement event is designed to pull together potential providers and other experts to have a conversation about how we might achieve this service development. The aim of the day is to: — outline our thinking to date based on the evidence and data currently available to us, — hear from potential providers their views on opportunities, or constraints, that they are aware of that would influence and impact any service delivery model ultimately tendered by the commissioners, — directly influence the service specification. Additional information: Devon County Council currently commissions TEC services for circa 2 000 people, of whom circa 1 200 are monitored by a telephone first response call centre provided by Medvivo. The Council has an intention to increase their use of TEC to support individuals with eligible care needs by 15 % by 2022. SWASFT currently receive calls from circa 165 people a month who have fallen and are categorised as level 4 or 5 in terms of a non-emergency response required.
